Birinci neden ekonomik kazan\u00e7 ama\u00e7l\u0131 iken, ikinci neden ise siyasi g\u00f6\u00e7lerdir. \u0130kinci D\u00fcnya Sava\u015f\u0131 sonras\u0131 T\u00fcrkiye\u2019nin NATO\u2019ya \u00fcye olmas\u0131yla birlikte uluslararas\u0131 ili\u015fkilerde T\u00fcrkiye ve Bakur\u00ea Kurdistanl\u0131 halklar uluslararas\u0131 sermaye g\u00fc\u00e7lerinin kullan\u0131m\u0131 amac\u0131yla g\u00f6\u00e7lere tabi tutuldu. Uluslararas\u0131 g\u00fc\u00e7ler, kullan\u0131m ama\u00e7l\u0131 bir\u00e7ok insan\u0131m\u0131z\u0131n asimilasyonuna ve topraklar\u0131ndan, \u00f6z de\u011ferlerinden kopmas\u0131na yol a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<p>1970\u2019lere kadar emek ve \u00e7al\u0131\u015fma ama\u00e7l\u0131 g\u00f6\u00e7ler, devletlerin ve sermaye sahibi g\u00fc\u00e7lerin bilin\u00e7li planlamas\u0131 temelinde ger\u00e7ekle\u015fmi\u015ftir. Bundaki esas ama\u00e7 insan beynini ve bedenini s\u00f6m\u00fcren kapitalist \u00e7\u0131karlard\u0131r. 1970\u2019ler T\u00fcrkiyesi sonras\u0131 geli\u015fen siyasi konjonkt\u00fcrde Kemalist TC yap\u0131s\u0131n\u0131n imhac\u0131, inkarc\u0131 ve soyk\u0131r\u0131mc\u0131 politikalar\u0131ndan dolay\u0131 \u00f6nemli oranda Avrupa Birli\u011fi \u00fclkelerine siyasi g\u00f6\u00e7 ger\u00e7ekle\u015fmi\u015ftir. 1980\u2019lere kadar s\u00fcren bu durum, 12 Eyl\u00fcl fa\u015fist cunta rejiminin uygulamalar\u0131ndan kaynakl\u0131 yeni b\u00fcy\u00fck bir g\u00f6\u00e7 dalgas\u0131 ile AB \u00fclkelerine y\u00f6nelmi\u015flerdir.<\/p>\n<p>K\u00fcrdistanl\u0131lar\u0131n ve K\u00fcrt halk\u0131n\u0131n, AB \u00fclkelerine potansiyel olarak g\u00f6\u00e7 etme s\u00fcre\u00e7lerini iki d\u00f6neme ay\u0131rmak m\u00fcmk\u00fcnd\u00fcr. Bunlardan birincisi 15 A\u011fustos 1984 Devrimci Gerilla At\u0131l\u0131m\u0131 \u00f6ncesi a\u011f\u0131rl\u0131kl\u0131 \u00e7al\u0131\u015fma ama\u00e7l\u0131 ve k\u0131smen de siyasi nedenlerle ger\u00e7ekle\u015fen g\u00f6\u00e7lerdir. 1984 Devrimci Gerilla At\u0131l\u0131m\u0131 sonras\u0131nda K\u00fcrdistan\u2019da yo\u011funla\u015fan Ulusal Kurtulu\u015f Sava\u015f\u0131 ile birlikte TC\u2019nin imha, inkar ve soyk\u0131r\u0131mc\u0131 yakla\u015f\u0131mlar\u0131ndan dolay\u0131 ba\u015fta Almanya ve Fransa olmak \u00fczere AB \u00fclkelerine yo\u011fun bir K\u00fcrt kitlesi gitmek zorunda kalm\u0131\u015ft\u0131r. 1990\u2019larla birlikte yo\u011funla\u015fan sava\u015f, s\u00f6m\u00fcrgeci soyk\u0131r\u0131mc\u0131 TC rejiminin d\u00f6rt bini a\u015fk\u0131n k\u00f6y yakma ve bo\u015faltmalar\u0131 neticesinde y\u00fcz binlerce K\u00fcrt Avrupa\u2019ya g\u00f6\u00e7 etmi\u015ftir. Mevcut durumuyla ba\u015fta Fransa, Almanya, Hollanda, Bel\u00e7ika, \u0130svi\u00e7re olmak \u00fczere AB \u00fclkelerinde yo\u011fun bir K\u00fcrt n\u00fcfusu ya\u015famaktad\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Entegrasyon ve asimilasyona\u00a0kar\u015f\u0131 yo\u011fun m\u00fccadele<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Yukar\u0131da belirtti\u011fimiz iki temel nedenden dolay\u0131 AB \u00fclkelerine yerle\u015fmi\u015f K\u00fcrt n\u00fcfusunun yurtseverlik duygusunu canl\u0131 tutmak ve \u00fclkeye d\u00f6nme umutlar\u0131n\u0131 s\u00fcrekli ye\u015fertmek i\u00e7in \u00d6nder Apo ve \u00d6zg\u00fcrl\u00fck Hareketi \u00e7ok b\u00fcy\u00fck \u00e7aba sarfetti. Avrupa kapitalist modernitesi K\u00fcrt halk\u0131n\u0131 entegrasyon ad\u0131 alt\u0131nda kimliksizle\u015ftirmeyi ve k\u00fclt\u00fcrs\u00fczle\u015ftirmeyi hedefledi. Sermayenin \u00e7\u0131karlar\u0131 u\u011fruna her t\u00fcrl\u00fc asimilasyona maruz b\u0131rakma politikalar\u0131na kar\u015f\u0131, K\u00fcrt halk\u0131n\u0131 bilin\u00e7li ve \u00f6rg\u00fctl\u00fc tutma, ki\u015filik, kimlik ve k\u00fclt\u00fcr\u00fcn\u00fc korumay\u0131 ba\u015farmak i\u00e7in \u00d6zg\u00fcrl\u00fck Hareketi yo\u011fun bir m\u00fccadele vermi\u015ftir. AB \u00fclkelerinin me\u015fru ve yasal olanaklar\u0131n\u0131 da do\u011fru de\u011ferlendirerek K\u00fcrt halk\u0131n\u0131 hem ki\u015filik hem de kurumsal a\u00e7\u0131dan \u00f6rg\u00fctl\u00fc tutmay\u0131 s\u00fcrd\u00fcren bir politika sahibi olunmu\u015ftur. 1980\u2019lerden g\u00fcn\u00fcm\u00fcze kadar AB \u00fclkelerine g\u00f6\u00e7 eden K\u00fcrdistanl\u0131lar da, K\u00fcrdistan\u2019daki devrimci m\u00fccadeleyi bir\u00e7ok a\u00e7\u0131dan destekleyen ve yurtseverlik g\u00f6revlerine sahip \u00e7\u0131kan bir anlay\u0131\u015f\u0131 esas alm\u0131\u015ft\u0131r. G\u00fcn\u00fcm\u00fczde de hem kapitalist modernitenin ki\u015filiksizle\u015ftirme ve kimliksizle\u015ftirme politikalar\u0131na kar\u015f\u0131 direnme bak\u0131m\u0131ndan ve hem de 40 y\u0131l\u0131 a\u015fan Devrimci Halk Sava\u015f\u0131\u2019n\u0131 destekleme rol\u00fc anlam\u0131nda Avrupa\u2019daki K\u00fcrt yurtseverlerinin selamlanmas\u0131 gereken emek ve \u00e7abalar\u0131 olmu\u015ftur, olmaktad\u0131r.<\/p>\n<p>\u0130lk ad\u0131m olarak a\u00e7\u0131lan toplumsal, sosyal ve k\u00fclt\u00fcrel dernekler b\u00fcnyesinde halk\u0131n \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc m\u00fcmk\u00fcn k\u0131l\u0131nd\u0131, kendi dilini ve k\u00fclt\u00fcr\u00fcn\u00fc ya\u015famsalla\u015ft\u0131rmas\u0131 sa\u011fland\u0131. Bu ama\u00e7la gen\u00e7lik, kad\u0131n, k\u00fclt\u00fcr ve bas\u0131n alanlar\u0131nda \u00e7ok \u00f6nemli \u00f6rg\u00fctlenmeler ve kurumsalla\u015fmalar yarat\u0131ld\u0131. Ba\u015fta \u015eehit Mizg\u00een ve \u015eehit Sefkan \u00f6nc\u00fcl\u00fc\u011f\u00fcnde kurulan Huner-Kom ve Koma Berxwedan \u00e7al\u0131\u015fmalar\u0131 etraf\u0131nda \u00f6rg\u00fctlenilmi\u015f, K\u00fcrt K\u00fclt\u00fcr Festivalleri ile b\u00fcy\u00fck kitleselle\u015fme ba\u015far\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>AB\u2019de ya\u015fayan K\u00fcrtlere\u00a0y\u00f6nelik ilk NATO sald\u0131r\u0131s\u0131<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>YJWK \u00e7at\u0131s\u0131nda bir araya gelen kad\u0131nlar, YCK ve YXK \u00f6rg\u00fctlenmeleri etraf\u0131nda kenetlenen K\u00fcrt gen\u00e7leri ile birlikte y\u00fczlerce dernek, federasyon ve konfederasyon yap\u0131s\u0131na ula\u015fan K\u00fcrt halk\u0131, b\u00fcy\u00fck bir \u00f6rg\u00fctl\u00fcl\u00fck d\u00fczeyine ula\u015ft\u0131. K\u00fcrdistan Aleviler Birli\u011fi, K\u00fcrdistan \u0130slami Birli\u011fi, K\u00fcrdistan \u00cazid\u00eeler Birli\u011fi gibi ilk inan\u00e7 birlikleri de ihtiya\u00e7lar temelinde kuruldu. T\u00fcm bu kurumla\u015fmalar ile K\u00fcrt yurtseverli\u011fi ve K\u00fcrdistani de\u011ferler de korunmu\u015f oldu, \u00fclke topraklar\u0131na geri d\u00f6nme umudu canl\u0131 tutuldu. Aradan ge\u00e7en k\u0131rk y\u0131ll\u0131k s\u00fcre\u00e7 i\u00e7ersinde, K\u00fcrdistan \u00d6zg\u00fcrl\u00fck M\u00fccadelesi\u2019ne her t\u00fcrl\u00fc deste\u011fi sunan Avrupa\u2019daki K\u00fcrt n\u00fcfusu, bundan sonra da bu tarihi ve devrimci yurtseverlik g\u00f6revini yerine getirme iradesi, kararl\u0131l\u0131\u011f\u0131 g\u00fcc\u00fc ve potansiyeline sahip.<\/p>\n<p>Halk sava\u015f\u0131n\u0131n ba\u015flad\u0131\u011f\u0131 y\u0131llara paralel, \u00f6zellikle de ERNK b\u00fcnyesinde y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalar, 2000\u2019lerle birlikte geli\u015fen yeni paradigma ekseninde daha geni\u015f bir \u00e7at\u0131 \u00f6rg\u00fctlenmesine d\u00f6n\u00fc\u015ft\u00fc. ERNK, muazzam demokratik bir yap\u0131lanma \u00e7er\u00e7evesinde AB \u00fclkelerindeki K\u00fcrt n\u00fcfusunu \u00f6rg\u00fctl\u00fc tutmay\u0131 ba\u015farm\u0131\u015ft\u0131r.<\/p>\n<p>K\u00fcrtlerin bu \u00f6rg\u00fctlenmesine y\u00f6nelik ilk NATO sald\u0131r\u0131s\u01311985\u2019te Almanya merkezli geli\u015ftirilmi\u015ftir. K\u00fcrtler kriminalize edilerek bask\u0131 alt\u0131na al\u0131nm\u0131\u015ft\u0131r. K\u00fcrtler, Almanya-T\u00fcrkiye aras\u0131ndaki ticari ve ekonomik \u00e7\u0131karlara kurban edilmi\u015ftir. Hukuk d\u0131\u015f\u0131 ve iki y\u00fczl\u00fc politikalarla 1989\u2019da \u2018D\u00fcsseldorf Davas\u0131\u2019 olarak bilinen ve PKK kadrolar\u0131n\u0131n yarg\u0131land\u0131\u011f\u0131 sindirme politikalar\u0131 devreye konulmu\u015ftur. Bu politikalar sonucu 1993 y\u0131l\u0131nda Almanya\u2019da PKK yasakl\u0131 \u00f6rg\u00fct olarak kabul edilmi\u015ftir. Yasakla birlikte Almanya ve Fransa\u2019da y\u00fcz\u00fc a\u015fk\u0131n yurtsever g\u00f6zalt\u0131na al\u0131nm\u0131\u015f, K\u00fcrt kurumlar\u0131 sindirilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. 1986\u2019da Olof Palme suikasti ile K\u00fcrtler Avrupa\u2019da NATO Gladyosu\u2019nun plan\u0131 dahilinde tehlikeli s\u0131\u011f\u0131nmac\u0131lar grubu i\u00e7erisine al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Aradan ge\u00e7en s\u00fcre\u00e7 i\u00e7ersinde bu planlamalar\u0131n t\u00fcm\u00fc kamuoyu nezdinde a\u00e7\u0131\u011fa \u00e7\u0131km\u0131\u015f, NATO\u2019nun kirli y\u00fcz\u00fc te\u015fhir edilmi\u015ftir. Hem Almanya\u2019daki davada hem de \u0130sve\u00e7\u2019teki davada hukuki a\u00e7\u0131dan da PKK ve K\u00fcrtler aklanm\u0131\u015flard\u0131r.<\/p>\n<p>2000\u2019lerle beraber geli\u015fen siyasi konjonkt\u00fcr temelinde BM ve ABD\u2019nin giri\u015fimleri sonucu, T\u00fcrkiye\u2019nin talebi \u00fczerine PKK 2002 y\u0131l\u0131nda \u2018AB ter\u00f6rist \u00f6rg\u00fctler listesine\u2019 al\u0131nm\u0131\u015ft\u0131r. AB, 2005\u2019lerden bu yana NATO planlamas\u0131 dahilinde, T\u00fcrkiye ile olan \u00e7\u0131kar ili\u015fkileri u\u011fruna K\u00fcrtleri kriminalize etmeyi s\u00fcrd\u00fcrmektedir. Bu anlamda diplomatik \u00e7al\u0131\u015fmalar\u0131n yan\u0131 s\u0131ra, PKK\u2019nin \u201dter\u00f6r \u00f6rg\u00fctleri listesi\u201dnden \u00e7\u0131kar\u0131lmas\u0131 i\u00e7in hukuki m\u00fccadele verilmesi ve yine bu ama\u00e7la kamuoyu nezdinde siyasi ve toplumsal \u00e7al\u0131\u015fmalar\u0131n y\u00fcr\u00fct\u00fclmesi alandaki K\u00fcrtler\u2019in yeni d\u00f6nem m\u00fccadele perspektifi i\u00e7ersinde olmal\u0131d\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Halk diplomasisinin\u00a0sonu\u00e7lar\u0131<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Avrupa\u2019daki K\u00fcrt yurtseverlerinin hem halk diplomasisi hem de uluslararas\u0131 ittifak ve ili\u015fkileri, \u00d6zg\u00fcrl\u00fck Hareketi\u2019mizin d\u00fcnyaya a\u00e7\u0131lan penceresi rol\u00fcndedir. \u00d6zellikle K\u00fcrdistan Ulusal Birli\u011fi\u2019nin geli\u015fmesi i\u00e7in yap\u0131lan diplomatik faaliyetler, 1993\u2019te S\u00fcrg\u00fcnde K\u00fcrdistan Parlamentosu\u2019yla ba\u015flay\u0131p g\u00fcn\u00fcm\u00fczde KNK ad\u0131yla yap\u0131lan diplomatik \u00e7al\u0131\u015fmalar, yine \u00fclkelerdeki federasyon ve konfederasyonlar etraf\u0131nda \u00e7e\u015fitli halk gruplar\u0131, \u00e7evre \u00f6rg\u00fctleri, ezilenler ve s\u00f6m\u00fcr\u00fclenlerle sa\u011flanan ili\u015fkiler K\u00fcrdistan \u00d6zg\u00fcrl\u00fck M\u00fccadelesi a\u00e7\u0131s\u0131ndan nefes borusu olmu\u015ftur. \u00d6zellikle de \u00d6nder Apo\u2019nun Avrupa\u2019ya \u00e7\u0131k\u0131\u015f\u0131 ile birlikte Uluslararas\u0131 Komplo\u2019ya maruz kalarak \u0130mral\u0131 i\u015fkence ve soyk\u0131r\u0131m rejiminde rehine tutulmas\u0131na kar\u015f\u0131 K\u00fcrt halk\u0131n\u0131n ve gen\u00e7lerin \u00f6fkesi bu dayan\u0131\u015fma ili\u015fkilerinde bir lokomotif rol\u00fc oynam\u0131\u015ft\u0131r. Bu anlamda b\u00fcy\u00fck \u015fehidimiz Rojb\u00een (Fidan Do\u011fan) yolda\u015f\u0131n \u00f6nc\u00fcl\u00fc\u011f\u00fcnde geli\u015ftirilen halk diplomasisinin anlaml\u0131 sonu\u00e7lar\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. \u015euan bile 13\u2019\u00fcnc\u00fc y\u0131l\u0131nda Strasbourg\u2019ta devam eden \u00d6nder Apo\u2019ya\u00a0 \u00d6zg\u00fcrl\u00fck N\u00f6beti\u2019nin y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc mekan ve tarihe mal olmu\u015f b\u00f6ylesi uzun vadeli bir eylemin ili\u015fkisini Rojbin arkada\u015f\u0131n kurmas\u0131 \u00f6rnek g\u00f6sterilebilecek devrimci halk diplomasisi \u00e7al\u0131\u015fmas\u0131d\u0131r. \u00d6zelde ise, 9 Ocak 2013\u2019te Paris\u2019te katledilen Sara, Rojb\u00een, Ronah\u00ee yolda\u015flar\u0131n etraf\u0131nda kenetlenen y\u00fcz binlerce K\u00fcrdistanl\u0131 ve dostlar\u0131 PKK\u2019nin enternasyonalizm \u00e7izgisindeki en temel \u00f6rne\u011fi olmaktad\u0131r. Bu anlamda da y\u00fcr\u00fct\u00fclen d\u00f6nemsel festivallerin halk ili\u015fkilerinde \u00e7ok \u00f6nemli bir \u00f6rg\u00fctleme zeminini yaratt\u0131\u011f\u0131n\u0131 belirtmek gerekiyor. Mazlum Do\u011fan, Sakine Cans\u0131z, Sinan Dersim, Fidan Do\u011fan ad\u0131na her y\u0131l organize edilen festivallerin yan\u0131 s\u0131ra, farkl\u0131 bir\u00e7ok \u00fclkede ger\u00e7ekle\u015ftirilen festivaller, K\u00fcrtlerin \u00f6zg\u00fcrl\u00fck m\u00fccadelesini tan\u0131tma ve halklar aras\u0131 ili\u015fki ve demokrasi anlay\u0131\u015f\u0131n\u0131 geli\u015ftirme anlam\u0131nda b\u00fcy\u00fck bir \u00f6neme sahiptir. \u00d6zetle; Avrupa\u2019daki K\u00fcrdistanl\u0131lar\u0131n t\u00fcm bu \u00e7al\u0131\u015fmalar\u0131 \u00d6nder Apo\u2019nun demokrasi, \u00f6zg\u00fcrl\u00fck ve sosyalizme dair fikirlerini insanl\u0131\u011fa mal etmede \u00f6nemli ve tarihi rol oynam\u0131\u015f, oynamaktad\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Bas\u0131n yay\u0131n ve\u00a0enternasyonalist \u00e7al\u0131\u015fmalar<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>K\u00fcrtler\u2019in Avrupa\u2019da en \u00f6rg\u00fctl\u00fc \u00e7al\u0131\u015fmalar\u0131ndan biri de Bas\u0131n Yay\u0131n \u00e7al\u0131\u015fmalar\u0131d\u0131r. T\u00fcrkiye\u2019deki fa\u015fizm ko\u015fullar\u0131ndan dolay\u0131 \u00d6zg\u00fcr K\u00fcrt Bas\u0131n \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fc Avrupa\u2019da y\u00fcr\u00fct\u00fclmektedir. Hem her \u00fclkedeki yasalar hem de AB\u2019nin yasalar\u0131 \u00e7er\u00e7evesinde K\u00fcrdistanl\u0131lar me\u015fru haklar\u0131n\u0131 koruma ve geli\u015ftirme anlam\u0131nda her t\u00fcrl\u00fc toplumsal \u00f6rg\u00fctlemeyi yapabilirler. \u015e\u00fcphesiz neo liberalizmin bireycili\u011fi zirvede ya\u015fatt\u0131\u011f\u0131 Avrupa\u2019da kom\u00fcnalizm ve kolektivizmi bir ya\u015fam felsefesi olarak savunmak ve geli\u015ftirmek en temel vazge\u00e7ilmez g\u00f6rev olmaktad\u0131r. Kapitalist modernite ko\u015fullar\u0131nda kaos ve krizlerle halklar\u0131n ve topluluklar\u0131n s\u00fcrekli bir bunal\u0131m i\u00e7erisinde tutulmas\u0131 hedeflenmekte. Her ne kadar demokratik ulusun in\u015fa g\u00f6revleri anlam\u0131nda n\u00fcfus yerle\u015fimleri nicel ve nitelik anlamda \u00e7e\u015fitli parametreler g\u00f6sterse de, en k\u00fc\u00e7\u00fck halk grubundan en geni\u015f topluluklara kadar kom\u00fcn ya\u015fam\u0131n\u0131 \u00f6rg\u00fctlemek yeni ya\u015fam\u0131n \u00e7\u00f6z\u00fcm anahtar\u0131 olmaktad\u0131r.
