{"id":534,"date":"2015-06-11T10:27:19","date_gmt":"2015-06-11T10:27:19","guid":{"rendered":"https:\/\/tirki.komunar.net\/?p=534"},"modified":"2023-02-23T07:29:28","modified_gmt":"2023-02-23T07:29:28","slug":"toplu-konut-mu-toplum-kirim-mi","status":"publish","type":"post","link":"https:\/\/tirki.komunar.net\/?p=534","title":{"rendered":"TOPLU KONUT MU, TOPLUM KIRIM MI?"},"content":{"rendered":"<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #ff0000;\">Enes P\u0130R<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">\u0130ktidar ve devlet zihniyetinin ideolojik karakteri, toplum ve do\u011fa kar\u015f\u0131tl\u0131\u011f\u0131 13 y\u0131ld\u0131r AKP h\u00fck\u00fcmeti eliyle t\u00fcm boyutlar\u0131yla h\u0131zland\u0131r\u0131l\u0131p s\u00fcrd\u00fcr\u00fclmektedir. \u00d6zellikle kapitalist modernite T\u00fcrkiye ve K\u00fcrdistan\u2019da ya\u015famsal k\u0131l\u0131narak, s\u00f6m\u00fcr\u00fc ve par\u00e7alanm\u0131\u015fl\u0131\u011f\u0131n derinle\u015ftirilerek boyutland\u0131r\u0131lmas\u0131 ama\u00e7lanm\u0131\u015f; bu temelde \u00e7e\u015fitli kurum, kurulu\u015f ve projeler de\u011fi\u015fik isim ve s\u0131fatlarla devreye konulmu\u015ftur. Bunlar bin bir \u00e7e\u015fit k\u0131l\u0131f alt\u0131nda, yalan s\u00f6ylevlerle propaganda edilmektedir. Pop\u00fclist arg\u00fcmanlarla, devasa afi\u015flerle, \u015fatafatl\u0131 a\u00e7\u0131l\u0131\u015flarla reklamlar\u0131 yap\u0131lmaktad\u0131r. \u0130n\u015falar\u0131 \u0131srarla ve \u015fevkle devam ettirilmektedir.<\/p>\n<p style=\"text-align: justify;\">Bunlardan biri de TOK\u0130 ( Toplu Konut \u0130daresi ) dir. 1984 y\u0131l\u0131ndan beri faaliyet y\u00fcr\u00fctmektedir. Fakat AKP iktidar\u0131yla birlikte bu kuruma ama\u00e7ta ve i\u015flevde bi\u00e7ilen rol yeniden revize edilip, yetkinle\u015ftirilerek etkin k\u0131l\u0131nd\u0131. G\u00fc\u00e7lendirilip aktifle\u015ftirilerek, adeta hamle yapt\u0131r\u0131ld\u0131. Devlet ve iktidar\u0131n ideolojik ama\u00e7lar\u0131ndan biri haline getirildi.\u00a0\u00a0\u00d6nemli bir kurum misyonu y\u00fcklenerek, stratejik k\u0131l\u0131nd\u0131. T\u0131pk\u0131 Genel Kurmay Ba\u015fkanl\u0131\u011f\u0131, M\u0130T, Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131 vb. stratejik kurumlar derecesinde anlam bi\u00e7ildi. Bu \u00f6neminden dolay\u0131 da kurulu\u015fundan itibaren ba\u015fbakanl\u0131\u011fa ba\u011fland\u0131.<\/p>\n<p style=\"text-align: justify;\">Kurum, \u00f6zel kanunlarla s\u0131n\u0131rs\u0131z olarak yetkilendirilerek adeta dokunulmaz k\u0131l\u0131nm\u0131\u015ft\u0131r. \u0130l, \u0130l\u00e7e ve beldelerin \u00e7evresinde bulunan tar\u0131m, ziraat ve hayvanc\u0131l\u0131\u011fa elveri\u015fli arazilere, \u00e7al\u0131l\u0131klara ve ormanl\u0131k alanlara el konulmu\u015ftur. Sudan ucuz fiyatlarla istimlak etmektedir. Apartman, Site, Uydu- kent vb.\u00a0\u00a0yap\u0131la\u015fmaya giderek, \u015fatafatl\u0131 isimlendirmelerle hemen\u00a0\u00a0beton bloklar\u0131 dikerek, yerle\u015fim merkezlerine d\u00f6n\u00fc\u015ft\u00fcrmektedir. Arazi sahibi k\u00f6yl\u00fcler hi\u00e7bir hak iddia edememektedir. Ya ellerine \u00fc\u00e7-be\u015f kuru\u015f verilerek kand\u0131r\u0131lmakta ya da devlet g\u00fcc\u00fcyle tehdit edilip susturularak sindirilmektedirler. Arazisi gasp edilen k\u00f6ye ve k\u00f6yl\u00fcye d\u00fc\u015fen ise; ya blokla\u015fmalara dahil olmak ya da g\u00f6\u00e7 yollar\u0131na d\u00fc\u015f\u00fcp ikinci bir tuza\u011fa do\u011fru yol alarak, \u015fehirlerin girdab\u0131na s\u00fcr\u00fcklenmektir. TOK\u0130 ise elde ettikleriyle birlikte, ama\u00e7lar do\u011frultusunda yoluna devam etmektedir.<\/p>\n<p style=\"text-align: justify;\">Bunlar, her ne kadar sosyal devlet projesi olarak sunulsa da, i\u015fin esas\u0131 itibariyle ideolojik, politik ve ekonomik ama\u00e7lar y\u00fcklenmi\u015ftir. \u201c Dar ve orta gelirli vatanda\u015flar\u0131, nitelikli konut sahibi yapmak\u201d gibi bir maske tak\u0131nsa da gayesi ve prati\u011fi farkl\u0131d\u0131r. Bu ama\u00e7lar\u0131n hem kent hem de k\u0131rsal boyutu vard\u0131r. \u015e\u00f6yle ki;<\/p>\n<p style=\"text-align: justify;\">\u0130ktidar ve devletin hem varolu\u015f zemini, hem de egemenlik ve otoritesini en iyi tesis etti\u011fi alanlar, \u015fehirlerdir. S\u00fcmer-kent devletlerinin olu\u015fumundan g\u00fcn\u00fcm\u00fcze kadar b\u00f6yledir. En \u00e7ok kent ve metropollerde h\u00fckm\u00fcn\u00fc istedi\u011fi gibi icra etmi\u015ftir. K\u0131rsaldaki h\u00fck\u00fcmranl\u0131\u011f\u0131 \u00e7ok c\u0131l\u0131z olmu\u015ftur. Ahlaki-politik toplum, sistem d\u0131\u015f\u0131 kalarak ya\u015fam ve de\u011ferleri varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr. Fakat kapitalist modernitenin, s\u00f6m\u00fcr\u00fc ve hegemonyas\u0131n\u0131 k\u00fcreselle\u015ftirip i\u00e7selle\u015ftirebilmesi i\u00e7in bu ve benzeri yap\u0131lar\u0131 tasfiye etmesi gerekir.\u00a0\u00a0Bunun i\u00e7in de uygarl\u0131\u011f\u0131n yerle\u015fim merkezlerindeki \u015fatafatl\u0131 hayat ve l\u00fcks ya\u015fam \u00f6ne \u00e7\u0131kar\u0131larak, sanal cazibelerle \u00e7ekici k\u0131l\u0131narak, k\u0131rsal bo\u015falt\u0131lmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. S\u00f6zde k\u0131r-k\u00f6y toplumundan modern kent toplumuna ge\u00e7i\u015f yaparak, sosyal refah\u2019\u0131 art\u0131racaklar ve e\u011fitim d\u00fczeyini yakalayacaklard\u0131r.\u00a0\u00a0Geli\u015fmeyi ve kalk\u0131nmay\u0131 b\u00f6yle sa\u011flayacaklar! Toplumu da buna inand\u0131rmak i\u00e7in, dillerinden hi\u00e7 d\u00fc\u015f\u00fcrmedikleri; \u201ctar\u0131m ve hayvanc\u0131l\u0131kla kim kalk\u0131nm\u0131\u015f ki, biz kalk\u0131nal\u0131m vb.\u201d s\u00f6ylevlerle halk\u0131n kar\u015f\u0131s\u0131na \u00e7\u0131kmaktad\u0131rlar. Halbuki Anadolu ve K\u00fcrdistan; tar\u0131m, ziraat ve hayvanc\u0131l\u0131k \u00fclkesidir. Ve bu realiteyi bilin\u00e7li olarak \u00e7e\u015fitli ajitasyon, propaganda, e\u011fitim ve k\u00fclt\u00fcrel etkinliklerle haf\u0131zalardan silmeye \u00e7al\u0131\u015f\u0131yorlar.<\/p>\n<p style=\"text-align: justify;\">\u00a0K\u00f6y-tar\u0131m toplumu ve hayvanc\u0131l\u0131kla ge\u00e7inen g\u00f6\u00e7ebe yap\u0131lar, bir taraftan TOK\u0130\u2019nin arazilerine d\u00f6n\u00fck, gasp oyunlar\u0131na maruz kal\u0131rken di\u011fer taraftan da GDO\u2019lar\u0131n insafs\u0131zl\u0131\u011f\u0131na ve s\u00f6m\u00fcr\u00fcs\u00fcne a\u00e7\u0131l\u0131p t\u00fcccarlar\u0131n vicdans\u0131zl\u0131\u011f\u0131na b\u0131rak\u0131lm\u0131\u015ft\u0131r. \u00c7ift\u00e7i ve besici \u00fcretti\u011fiyle ge\u00e7inemeyip, eme\u011finin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 bulamay\u0131nca, ekonomik s\u0131k\u0131nt\u0131lar ya\u015far hale gelmi\u015ftir. Do\u011fa ise; kar h\u0131rs\u0131 ve a\u00e7g\u00f6zl\u00fcl\u00fckle yap\u0131lan talan ve h\u0131rs\u0131zlama sonucu, y\u0131k\u0131m ve tasfiyeyle y\u00fcz y\u00fcze b\u0131rak\u0131lm\u0131\u015ft\u0131r. K\u00f6y ve g\u00f6\u00e7ebe topluluklar\u0131 hayatlar\u0131n\u0131 idame edemez duruma getirilmi\u015flerdir. \u00d6zellikle K\u00fcrdistan\u2019da y\u00fcr\u00fct\u00fclen kirli sava\u015f ekseninde bask\u0131, \u015fiddet, y\u0131k\u0131m, \u00f6l\u00fcm ve yasaklar da eklenince, y\u00f6n\u00fcn\u00fc \u015fehirlere vererek, g\u00f6\u00e7 etmek zorunda b\u0131rak\u0131ld\u0131lar ya da zorla g\u00f6\u00e7ertildiler. K\u0131rsal\u0131n; klan, kabile ve geni\u015f aileleri par\u00e7alanarak kent ve metropollere s\u0131k\u0131\u015ft\u0131r\u0131ld\u0131. B\u00f6ylece de toplum ve birey daha kolay denetim alt\u0131na al\u0131nabilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">\u00c7\u00fcnk\u00fc ge\u00e7mi\u015ften g\u00fcn\u00fcm\u00fcze kadar, uygarl\u0131k merkezleri yani \u015fehirler,\u00a0\u00a0toplumsall\u0131\u011f\u0131 \u00f6\u011f\u00fcten de\u011firmenler olarak i\u015flev g\u00f6rd\u00fcler. Kentlerde k\u00fcmelenen toplum ba\u015fkala\u015farak da\u011f\u0131ld\u0131. Birey, bencille\u015ferek tarihine, gelene\u011fine ve \u00f6z\u00fcne yabanc\u0131la\u015f\u0131p, belle\u011fini yitirdi. \u0130ktidar odaklar\u0131na ve devlet \u00e7ark\u0131na tabi olurken, \u00f6ng\u00f6r\u00fclen ya\u015fama adapte s\u00fcreci ba\u015flad\u0131.<\/p>\n<p style=\"text-align: justify;\">Di\u011fer taraftan ise g\u00f6\u00e7ler sonucu, ucuz i\u015f g\u00fcc\u00fc potansiyeli olu\u015fturularak, bir yandan \u00fccretli k\u00f6leler \u00e7o\u011fal\u0131rken di\u011fer yandan olu\u015fan i\u015fsizler ordusuyla da i\u015f\u00e7iler ve \u00fccretler tehdit alt\u0131na al\u0131nm\u0131\u015ft\u0131r. Kent ve metropollere s\u0131k\u0131\u015ft\u0131r\u0131lan insanlar bask\u0131, \u015fiddet ve yasaklar d\u00f6ng\u00fcs\u00fc i\u00e7inde teslim al\u0131nmaya zorlanm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">G\u00f6\u00e7en topluluklar\u0131n bir k\u0131sm\u0131 eriyip asimile olurken; \u00f6nemli bir kesimi ise toplumsal de\u011ferlerini ve ya\u015fam tarz\u0131n\u0131 \u0131srarla s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr. Bunlar \u00e7o\u011funlukla maddi de\u011ferlerini yitirmi\u015f, emek\u00e7i ve yoksullard\u0131r. Kentlerin kimi mahalle ve semtlerini mek\u00e2n tutarak, t\u00fcm bask\u0131lamalara ra\u011fmen, ahlaki-politik toplum de\u011ferlerini, eksik ve yetersiz de olsa ya\u015famaya ve ya\u015fatmaya devam etmi\u015flerdir. \u00c7\u00fcnk\u00fc bu de\u011ferler, varolu\u015f gerek\u00e7eleri ve nefes almalar\u0131n\u0131n hakikatidir.<\/p>\n<p style=\"text-align: justify;\">Fakat buna da tahamm\u00fcl edemeyen iktidar ve devlet, TOK\u0130 eliyle tekrar devrededir. Bu yoksul ve emek\u00e7i semtlerini ve mahallelerini, kentsel d\u00f6n\u00fc\u015f\u00fcm projesi ad\u0131 alt\u0131nda, mahkemelerin ve belediyelerin i\u015fbirlik\u00e7ili\u011fi ekseninde y\u0131k\u0131m kararlar\u0131 \u00e7\u0131kararak, istimlak ad\u0131 alt\u0131nda gasp etmektedir. Sakinlerinin t\u00fcm direni\u015fleri ve hak aray\u0131\u015flar\u0131, devlet z\u0131rh\u0131na \u00e7arpmaktad\u0131r. B\u00fct\u00fcnl\u00fckl\u00fc bir \u00f6rg\u00fctl\u00fcl\u00fck ve devrimci-demokratik \u00f6nc\u00fcl\u00fck olmay\u0131nca, devletin zor ayg\u0131tlar\u0131yla ba\u015f edememektedirler. Neticede TOK\u0130, zorbal\u0131klar\u0131na zorbal\u0131k katarak, hedeflerine varmak i\u00e7in kendi kulvar\u0131nda ko\u015fmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">K\u0131rsal\u0131n bo\u015falt\u0131lmas\u0131n\u0131n genel boyutu ise; toplumsall\u0131\u011f\u0131, kom\u00fcnaliteyi, k\u00f6y-tar\u0131m k\u00fclt\u00fcr\u00fcn\u00fc kesintiye u\u011fratmakt\u0131r. On binlerce y\u0131ll\u0131k demokratik &#8211; uygarl\u0131k geleneklerini, ahlaki-politik toplum ya\u015fam\u0131n\u0131, onun ekonomisini yok etmektir. T\u00fcm bunlar\u0131n geli\u015ftirilmesinde ba\u015fat rol\u00fc oynayan ana-kad\u0131n k\u00fclt\u00fcr\u00fcn\u00fcn, s\u0131n\u0131rl\u0131 kal\u0131nt\u0131lar\u0131n\u0131 ortadan kald\u0131rmakt\u0131r. Ama\u00e7, insanl\u0131\u011f\u0131n y\u00fczbinlerce y\u0131ll\u0131k toplumsal bilgi birikimini,\u00a0\u00a0bilincini, becerilerini,\u00a0\u00a0yeteneklerini ve yaratt\u0131\u011f\u0131 tarihsel-toplumsal de\u011ferlerini bir \u00e7\u0131rp\u0131da silip-s\u00fcp\u00fcrerek talan etmektir. Kolektif anlay\u0131\u015f ve ya\u015fam tarz\u0131n\u0131 yok ederek, insan\u0131 ve insanl\u0131\u011f\u0131 toplumsall\u0131ktan kopar\u0131p par\u00e7alayarak, nesne haline getirmek, do\u011fadan uzakla\u015ft\u0131r\u0131p ay\u0131rarak,\u00a0\u00a0ruhsuz k\u0131lmak, varolu\u015fsal k\u00fclt\u00fcrel hakikatine yabanc\u0131la\u015ft\u0131rmakt\u0131r.<\/p>\n<p style=\"text-align: justify;\">Kent ve metropollerde ise; ad\u0131na varo\u015flar, \u00a0kenar mahalleler, \u00a0gecekondular, gettolar vb. denilen yerler toplumsall\u0131\u011f\u0131n y\u00fcz binlerce y\u0131ll\u0131k birikiminin, a\u015f\u0131nmaya u\u011fram\u0131\u015f da olsa ya\u015fand\u0131\u011f\u0131 alanlard\u0131r. Dayan\u0131\u015fma ve yard\u0131mla\u015fman\u0131n, payla\u015f\u0131m ve sahiplenmenin, kom\u015fuluk hakk\u0131 ve hukukunun, hat\u0131r ve k\u0131ymetin, sevgi ve sayg\u0131n\u0131n var oldu\u011fu mek\u00e2nlard\u0131r. Gelenek ve de\u011ferlerin hayat buldu\u011fu, toplumsall\u0131\u011f\u0131n yitirilmedi\u011fi, kom\u00fcnalitenin kaybolmad\u0131\u011f\u0131, kolektif ruhun t\u00fcketilmedi\u011fi zeminlerdir. Fakat iktidar ve devlet odaklar\u0131n\u0131n yapmaya y\u00f6neldikleri ise, toplumu \u00f6z\u00fcnden bo\u015falt\u0131p teslim alarak, y\u00f6nlendirilip kullan\u0131labilir kitleye(s\u00fcr\u00fcye) d\u00f6n\u00fc\u015ft\u00fcrmektir. R\u00eaber APO ; \u201cS\u00fcr\u00fc toplumu politikas\u0131z toplumdur. Kolektif d\u00fc\u015f\u00fcnme g\u00fcc\u00fcnden yoksun b\u0131rak\u0131lan, toplumsal vicdan\u0131 yok edilen; ya ba\u015fkalar\u0131n\u0131n kurallar\u0131n\u0131 s\u00fcr\u00fc misali takip eden ya da ba\u015f\u0131 kopar\u0131lan tavuk misali z\u0131playan hayvandan farks\u0131zd\u0131r\u201d demektedir. B\u00f6ylece bireyi de cevherinden ay\u0131r\u0131p nesnele\u015ftirerek, i\u00e7selle\u015ftirilmi\u015f k\u00f6leler konumuna getirmek ama\u00e7lanmaktad\u0131r. \u0130nsan ya\u015fam\u0131n\u0131n \u00f6z ve bi\u00e7imini da\u011f\u0131tarak, ruh ve d\u00fc\u015f\u00fcn d\u00fcnyas\u0131n\u0131 dumura u\u011fratmak istenmektedir.<\/p>\n<p style=\"text-align: justify;\">Sonu\u00e7ta ama\u00e7lanan ise; kurgulanm\u0131\u015f bencil-birey ve \u015fartland\u0131r\u0131lm\u0131\u015f kitle yarat\u0131p, kapitalist-modernitenin s\u00f6m\u00fcr\u00fc ve h\u00fck\u00fcmranl\u0131\u011f\u0131n\u0131 ebedile\u015ftirmektir&#8221;.<\/p>\n<p style=\"text-align: justify;\">Bu noktaya varmak i\u00e7in ise kapitalist-modernite zihniyeti ve yap\u0131lanmas\u0131yla ger\u00e7ekli\u011fini en iyi bi\u00e7imde gizlemeye \u00e7al\u0131\u015fmaktad\u0131r. Otoritesini tesis etmek i\u00e7in kendini bazen \u00e7ekici k\u0131larak, bazen maskeleyerek, bazen de sosyal ve politik kurumlar olu\u015fturarak yapmaktad\u0131r. \u0130htiya\u00e7 duydu\u011funda ise; bask\u0131 ve \u015fiddeti f\u00fctursuzca kullanmaktan zerre kadar \u00e7ekinmemi\u015ftir. Yasalar ve \u00e7e\u015fitli zor ayg\u0131tlar\u0131yla cezaland\u0131rma ve y\u0131ld\u0131rma y\u00f6ntemleriyle toplum ve birey teslim al\u0131nmaktad\u0131r. 13 y\u0131ll\u0131k AKP iktidar\u0131 bu uygulamalar\u0131 zirveye ta\u015f\u0131rarak,\u00a0 kentsel-d\u00f6n\u00fc\u015f\u00fcm projeleri\u00a0 ekseninde TOK\u0130\u2019ye in\u015faat sahalar\u0131 a\u00e7maktad\u0131r. Dikey mimari yap\u0131lanmalarla toplum dar mek\u00e2nlara s\u0131k\u0131\u015ft\u0131r\u0131l\u0131rken, toplumsall\u0131k ad\u0131na var olan de\u011ferler de bu beton bloklar\u0131n alt\u0131nda kalmaktad\u0131r. Kabile ve geni\u015f ailelere, sosyolojik olarak, bu mimari yap\u0131lanmalarda yer yoktur. Apartman daireleri \u00e7ekirdek aileye g\u00f6re in\u015fa edilmektedir. Ve bu daireler adeta kibrit kutusu misali, \u00e7ekmece \u00e7ekilerek \u00e7ekirdek aile i\u00e7ine yerle\u015ftirilip kapan\u0131yor. Art\u0131k bireylerin d\u00fcnyas\u0131 da dar aile oluyor. Kabile ve geni\u015f ailenin toplumsal, kom\u00fcnal ve kolektif ya\u015fam\u0131ndan \u00e7ekirdek aile hayat\u0131na ve oradan da bireyci-bencil bir d\u00fcnyaya ge\u00e7i\u015f ba\u015fl\u0131yor. \u201cG\u00fcn\u00fcm\u00fczde bireysel \u00f6zg\u00fcrl\u00fck ad\u0131na yap\u0131lan bireycilik, toplum y\u0131k\u0131c\u0131l\u0131\u011f\u0131nda \u00f6nemli bir rol oynad\u0131\u011f\u0131 gibi; \u00f6zellikle ahlak\u0131n ve politikan\u0131n ink\u00e2r\u0131nda da iktidar ve devletin en \u00f6nemli silah\u0131d\u0131r.\u201d(A.\u00d6.) Art\u0131k ki\u015finin d\u00fcnyas\u0131 toplumdan ve do\u011fadan kopuktur. Bilinci, d\u00fc\u015f\u00fcncesi ve ruhu kendisiyle s\u0131n\u0131rl\u0131d\u0131r. Y\u00f6nlendirilmeye ve g\u00fcd\u00fclmeye olduk\u00e7a a\u00e7\u0131kt\u0131r. Savrulmaya m\u00fcsaittir.<\/p>\n<p style=\"text-align: justify;\">Uygarl\u0131k tarihi boyunca iktidar ve devlet \u00f6rg\u00fctlenmeleri ve yap\u0131lanmalar\u0131 zihniyet ve karakterleri gere\u011fi, dikeydir. Mimari yap\u0131lar\u0131 da bu \u00f6rg\u00fctlenme ekseni do\u011frultusu ve karakterinde dikey in\u015fa edilmi\u015ftir. Tap\u0131naklar, saraylar, kuleler, arenalar vb. devasa yap\u0131lar, hep dikey yap\u0131lar olarak in\u015fa edilmi\u015ftir. G\u00fcn\u00fcm\u00fczde kapitalist modernitenin mimari yap\u0131lar\u0131 da dikeydir. Y\u00fczlerce kata varan dev bloklar, g\u00f6kdelenler in\u015fa edilmi\u015f ve edilmektedir. Bu yap\u0131lar, iktidar ve devletin \u00f6rg\u00fctlenme amac\u0131 ve sembol\u00fcd\u00fcr. Kapitalist modernitenin sek\u00fcler MANA\u2019 s\u0131, doyumsuz feti\u015fizmidir.<\/p>\n<p style=\"text-align: justify;\">Demokratik-Uygarl\u0131k tarihi boyunca, k\u00f6y-tar\u0131m topluluklar\u0131 ile g\u00f6\u00e7ebe-\u00e7oban yap\u0131lar\u0131n ve kentlerdeki ezilenlerin, s\u00f6m\u00fcr\u00fclenlerin, yoksullar\u0131n \u00f6rg\u00fctlenme bi\u00e7imleri, Ahlaki-Politik toplum karakterine uygun olarak yatayd\u0131r. Mimari yap\u0131lar\u0131 da toplumun olu\u015fumuna, \u00f6z\u00fcne ve i\u015flevine g\u00f6re yatay ve m\u00fctevaz\u0131 olarak in\u015fa edilmi\u015ftir. Ve bu gelenek s\u00fcrd\u00fcr\u00fclmektedir. Apartmanlar, g\u00f6kdelenler, siteler, uydu kentler vb. dikey-blok yap\u0131lar, Demokratik-Modernite yap\u0131lanmas\u0131na ve hakikat\u0131na uygun de\u011fildir. Maddi ve manevi de\u011ferlerin ya\u015famas\u0131 ve ya\u015fat\u0131lmas\u0131 zeminini ortadan kald\u0131rmaktad\u0131r. \u00c7\u00fcnk\u00fc toplumu ve toplumsall\u0131\u011f\u0131 par\u00e7alamaktad\u0131r. \u00c7ekirdek aileye ge\u00e7i\u015fi getirerek bireycili\u011fi olu\u015fturmakta, bencilli\u011fi geli\u015ftirmektedir. K\u0131sa zaman ak\u0131\u015f\u0131 i\u00e7inde toplum kitleye, birey primata d\u00f6n\u00fc\u015ft\u00fcr\u00fclmektedir.<\/p>\n<p style=\"text-align: justify;\">Ayr\u0131ca, TOK\u0130\u2019den al\u0131nan daireler hem pahal\u0131, hem de fahi\u015f bor\u00e7lanmalarla aileyle bireyin eme\u011fi ve gelece\u011fi ipotek alt\u0131na al\u0131nmaktad\u0131r. Birey ve aile art\u0131k s\u00f6m\u00fcr\u00fc tekellerine ba\u011flanm\u0131\u015ft\u0131r. 20-30-40 y\u0131l gibi s\u00fcrelerle eme\u011fini pe\u015finen satm\u0131\u015ft\u0131r. B\u00f6ylece s\u00f6m\u00fcr\u00fc derinle\u015fip kal\u0131c\u0131 k\u0131l\u0131nmaktad\u0131r. Bu toplumsall\u0131\u011f\u0131n par\u00e7alanmas\u0131n\u0131n sonucudur. \u00c7\u00fcnk\u00fc toplumsal bilin\u00e7 par\u00e7alanm\u0131\u015ft\u0131r. Aile ve bireyin art\u0131k toplum ve toplumsall\u0131kla ba\u011f\u0131 kalmay\u0131nca, tarihsel ve toplumsal belle\u011fini de yitirmi\u015f oluyor. Art\u0131k mevcut sistemin \u00f6ng\u00f6rd\u00fc\u011f\u00fc ya\u015fam\u0131n etkisi ve y\u00f6nlendirmesi alt\u0131ndad\u0131r. Hayat\u0131n\u0131n ve eme\u011finin ipotek alt\u0131na al\u0131narak, nas\u0131l s\u00f6m\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fcn fark\u0131nda bile de\u011fildir. Hatta yan\u0131lsamal\u0131 bir bilin\u00e7 i\u00e7inde g\u00f6n\u00fcll\u00fc olarak TOK\u0130\u2019 den daire al\u0131m\u0131na ko\u015fmu\u015ftur, ko\u015fmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Burada sormak gerekir. TOK\u0130 nedir? Toplu konut mu, toplum k\u0131r\u0131m m\u0131? \u00c7\u00fcnk\u00fc kapitalist modernite her olu\u015fumu ters-y\u00fcz etmekte olduk\u00e7a mahirdir. \u00d6zellikle AKP iktidar\u0131yla yalan ve sahtek\u00e2rl\u0131k \u00e7\u0131\u011f\u0131r\u0131ndan \u00e7\u0131karak \u00e7arp\u0131tma dolu-dizgin gitmektedir. Bir taraftan do\u011fa ve toplum kar\u015f\u0131tl\u0131\u011f\u0131n\u0131 keskin bir bi\u00e7imde s\u00fcrd\u00fcr\u00fcrken, di\u011fer taraftan da yanda\u015flar\u0131 ye\u015fil sermayeye rant kap\u0131lar\u0131 a\u00e7maktad\u0131r. Tar\u0131m ve ziraat alanlar\u0131n\u0131, meralar\u0131 ve ormanl\u0131klar\u0131 arsalara d\u00f6n\u00fc\u015ft\u00fcrerek, yeni in\u015faat sahalar\u0131 a\u00e7arak s\u00f6m\u00fcr\u00fc olanaklar\u0131 sunmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu do\u011fa y\u0131k\u0131m\u0131na ve toplum k\u0131r\u0131m\u0131na dur demekle i\u015fe ba\u015flamak gerekir. Demokratik, Ekolojik ve Kad\u0131n \u00d6zg\u00fcrl\u00fck\u00e7\u00fc kom\u00fcnal toplum paradigmas\u0131, y\u00fcz binlerce y\u0131ll\u0131k tarihsel ve toplumsal k\u00fclt\u00fcr de\u011ferleri ve miras\u0131yla \u00e7\u00f6z\u00fcm hazinesidir. Yap\u0131lmas\u0131 gerekenler ise;<\/p>\n<p style=\"text-align: justify;\">\u0130deolojik ama\u00e7lar ile politik hedefleri stratejilere ve realist planlamalara d\u00f6n\u00fc\u015ft\u00fcrerek, pratikle\u015ftirmektir. \u00d6ncelikle k\u0131r ve k\u00f6yden, kentlere ak\u0131\u015f\u0131 durdurmak. Bunun i\u00e7in bir taraftan \u0130deolojik, politik ve \u00f6rg\u00fctsel \u00e7al\u0131\u015fma y\u00fcr\u00fcterek topluluklar\u0131 e\u011fitip bilin\u00e7lendirerek ikna etmek. Di\u011fer yandan ise; bu eksen do\u011frultusunda tar\u0131m, ziraat, orman, hayvanc\u0131l\u0131k, k\u00fc\u00e7\u00fck el zanaatlar\u0131 vb. konularda \u00fcretime ve istihdama ili\u015fkin, stratejiler belirlemek. K\u00fc\u00e7\u00fck kom\u00fcnal birimler, \u00e7e\u015fitli t\u00fcrlerde halk kooperatifleri, ortak ekonomik birimler vb. olu\u015fumlar\u0131n geli\u015fmesini sa\u011flamak.<\/p>\n<p style=\"text-align: justify;\">K\u0131r ve k\u00f6y ya\u015fam\u0131n\u0131 \u00e7e\u015fitli sosyal, k\u00fclt\u00fcrel ve sportif etkinliklerle zenginle\u015ftirerek hayat\u0131 ya\u015fan\u0131l\u0131r ve \u00e7ekici k\u0131lmak. K\u0131r ve k\u00f6y\u00fcn mimarisinde ko\u015fullara denk, toplumsal ve tarihsel dokuya\u00a0\u00a0uygun, ya\u015fam\u0131 kolayla\u015ft\u0131ran, yatay yap\u0131larda \u0131srar etmek. B\u00f6ylece k\u0131r ve k\u00f6y ya\u015fam\u0131n\u0131 tercih edilebilir noktaya ta\u015f\u0131rarak, kent ve metropollerden k\u0131rsala do\u011fru g\u00f6\u00e7\u00fcn geli\u015fmesini sa\u011flamak.<\/p>\n<p style=\"text-align: justify;\">Benzer \u00e7er\u00e7eveyi kent ve metropollerin ezilen, yoksul ve emek\u00e7ilerin ya\u015fad\u0131\u011f\u0131 mahalle ve semtlerin \u00f6zg\u00fcnl\u00fc\u011f\u00fcne uyarlay\u0131p uygulamak. Topluluklar\u0131n irade ve karar g\u00fcc\u00fc haline gelmelerine olanak sunmak. \u2018Kentsel d\u00f6n\u00fc\u015f\u00fcm projeleri\u2019 \u00a0safsatas\u0131na kar\u015f\u0131, \u00f6rg\u00fctl\u00fc direni\u015fi geli\u015ftirmek. Var olan ahlaki-politik de\u011ferlerin zenginle\u015ferek, s\u00fcrd\u00fcr\u00fclmesini sa\u011flamak.<\/p>\n<p style=\"text-align: justify;\">TOK\u0130 bu g\u00fcne kadar Anadolu ve K\u00fcrdistan\u2019da 2012 tarihi itibariyle toplam; 81 il, 800 il\u00e7e ve 2246 \u015fantiyede 524.698 konut yapm\u0131\u015ft\u0131r.
