FERMAN GER\u00c7E\u011e\u0130"},"content":{"rendered":"<p><strong><span style=\"color: #ff0000;\">Rauf Karako\u00e7an<\/span><\/strong><\/p>\n<p>Takvim yapraklar\u0131 3 A\u011fustos 2014\u2019\u00fc g\u00f6sterdi\u011finde, insanl\u0131k tarihinin en b\u00fcy\u00fck trajedilerinden birine tan\u0131kl\u0131k ettik. \u015eengal\u2019li ya\u015fl\u0131 bir \u00caz\u00eed\u00ee, \u00e7ok \u00f6nceden g\u00f6rd\u00fc\u011f\u00fc r\u00fcyas\u0131n\u0131 etraf\u0131ndakilerine &#8220;S\u0131cak bir yaz ak\u015fam\u0131nda siyah elbiseli insanlar etraf\u0131m\u0131z\u0131 sard\u0131lar. Bize \u2018korkmamam\u0131z\u2019 gerekti\u011fini s\u00f6ylediler. Sabah olunca da katliama ba\u015flad\u0131lar. \u0130nsan \u00e7\u0131\u011fl\u0131klar\u0131 g\u00f6\u011fe y\u00fckseliyordu. Hi\u00e7bir yerden imdad\u0131m\u0131za gelen olmad\u0131. Bizim neslimiz t\u00fckenmek \u00fczereyken i\u00e7inde kad\u0131nlar\u0131n da oldu\u011fu bir gurup geldi, hepsinin aya\u011f\u0131nda k\u0131rm\u0131z\u0131 ayakkab\u0131lar vard\u0131. Onlar bizi kurtard\u0131lar&#8221; diye anlatt\u0131\u011f\u0131nda bu trajediyi adeta \u00f6nceden g\u00f6rm\u00fc\u015f gibiydi. Ya\u015fl\u0131 bilgenin r\u00fcyas\u0131nda g\u00f6rd\u00fc\u011f\u00fc bu ger\u00e7e\u011fi hi\u00e7bir siyaset bilimci, analizci \u00f6ng\u00f6rememi\u015ftir. Hi\u00e7bir medyum, hi\u00e7bir m\u00fcneccim bir olay\u0131 \u00f6nceden bu kadar net g\u00f6r\u00fcp yorumlayamam\u0131\u015ft\u0131r.<\/p>\n<p>DA\u0130\u015e \u00e7eteleri, Irak\u2019\u0131n en b\u00fcy\u00fck ikinci kenti olan Musul\u2019u d\u00fc\u015f\u00fcrd\u00fckten sonra nerede duraca\u011f\u0131 beli olmayan bir h\u0131zla ilerledi. Telafer kenti de d\u00fc\u015ft\u00fckten sonra s\u0131ra \u015eengal\u2019e gelmi\u015fti. Ferman\u0131n t\u00fcm haz\u0131rl\u0131klar\u0131 \u00f6nceden planlanm\u0131\u015f, bir kez daha ferman karar\u0131 verilmi\u015fti. Ya\u015fanm\u0131\u015f \u00caz\u00eed\u00ee fermanlar\u0131na bir yeni ferman daha eklendi. 21. yy\u2019\u0131n g\u00f6rd\u00fc\u011f\u00fc en barbar sald\u0131r\u0131s\u0131 bu kez de DA\u0130\u015e \u00e7eteleri eliyle yap\u0131lacakt\u0131. 74. \u00caz\u00eed\u00ee Ferman\u0131 \u00f6yle bir h\u0131\u015f\u0131mla yap\u0131ld\u0131 ki aradan y\u0131llar ge\u00e7mesine ra\u011fmen felaketin boyutlar\u0131 hen\u00fcz netle\u015fmedi. Ya\u015fanan bu son ferman ise \u00caz\u00eed\u00ee tarihinin en ac\u0131mas\u0131z soyk\u0131r\u0131m ferman\u0131 oldu.\u00a0\u00a0 \u00caz\u00eed\u00ee olmak katledilmek i\u00e7in yeterli bir sebep olmu\u015ftu. \u015eengal, 74. Fermanla yerle yeksan edildi, \u00caz\u00eed\u00eeler b\u00fcy\u00fck bir insani trajedi ya\u015fad\u0131.<\/p>\n<p>3 A\u011fustos 2014\u2019te insan k\u0131y\u0131m\u0131 ba\u015flad\u0131\u011f\u0131nda, halk haz\u0131rl\u0131ks\u0131z yakalanm\u0131\u015ft\u0131. \u015eengal adeta kan deryas\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. Bir\u00e7ok dilin, k\u00fclt\u00fcr\u00fcn, inanc\u0131n birlikte ya\u015fad\u0131\u011f\u0131 \u015eengal art\u0131k eski \u015eengal de\u011fildi. \u015eii-S\u00fcnni mezhebinden K\u00fcrtler, Araplar ve T\u00fcrkmenler, H\u0131ristiyan Asuri k\u0131smen de Ermeniler, \u00caz\u00eed\u00eeler hepsi bir arada \u00e7ok renklili\u011fin ya\u015fand\u0131\u011f\u0131 \u015eengal, tek bir renge, karalara b\u00fcr\u00fcnd\u00fcr\u00fcld\u00fc. DA\u0130\u015e ile i\u015f birli\u011fi yapanlar hari\u00e7, \u015eengal\u2019de ya\u015fayan her kesimden insan bu soyk\u0131r\u0131mdan \u015fu veya bu \u015fekilde nasibini ald\u0131. Fakat felaketin b\u00fcy\u00fc\u011f\u00fcn\u00fc \u00caz\u00eed\u00eeler ya\u015fad\u0131. Onlarca toplu mezar, binlerce \u00f6l\u00fc, binlerce kad\u0131n\u0131n k\u00f6lele\u015ftirilmesi, yar\u0131m milyondan fazla g\u00f6\u00e7, viraneye d\u00f6nm\u00fc\u015f k\u00f6ylerle \u00e7ok a\u011f\u0131r bir y\u0131k\u0131m meydana getirildi.<\/p>\n<p>\u015eengal\u2019de 74. Ferman\u2019la meydana gelen jenosidin bir\u00e7ok nedeni olsa da esas olan \u00caz\u00eed\u00ee olmakt\u0131. Bu jenosidin en b\u00fcy\u00fck sorumlusu KDP\u2019dir! Bu ger\u00e7ek g\u00f6r\u00fclmeden sa\u011fl\u0131kl\u0131 de\u011ferlendirmeler yapmak m\u00fcmk\u00fcn de\u011fildir. Hatta bu hakikati \u00e7arp\u0131tmak olur. \u015eengal\u2019i y\u00f6neten KDP\u2019nin, \u00caz\u00eed\u00eeleri savunmas\u0131z b\u0131rakarak \u015eengal\u2019i terk etmesi, her \u015feyden \u00f6nce bilin\u00e7li bir tercihtir. \u015eengal\u2019den g\u00fcvenlik nedeniyle \u00e7\u0131kmak isteyen halk\u0131n, yine KDP taraf\u0131ndan engellenmesi de politik bir karard\u0131r. KDP\u2019nin \u00caz\u00eed\u00eeleri kaderleriyle ba\u015f ba\u015fa b\u0131rakarak, DA\u0130\u015e \u00e7etelerinin insaf\u0131na bilerek, isteyerek, bilin\u00e7li bir \u015fekilde terk etmesi, soyk\u0131r\u0131m bilan\u00e7osunun a\u011f\u0131rla\u015fmas\u0131na neden olmu\u015ftur.<\/p>\n<p>\u00caz\u00eed\u00eelerin sorunlar\u0131 kar\u015f\u0131s\u0131nda<\/p>\n<p>ya\u015fanan ilgisizlik<\/p>\n<p>KDP, \u015eengal\u2019de iktidar partisi olarak y\u00f6netim erkini elinde bulunduran tek partidir. \u015eengal\u2019de G\u00fcney Kurdistanl\u0131 di\u011fer yap\u0131lanmalar, yani YNK, Kurdistan Kom\u00fcnist Partisi\u2019nin b\u00fcrolar\u0131 da mevcuttur, fakat varl\u0131klar\u0131 olduk\u00e7a zay\u0131ft\u0131r. \u00c7ok ciddi bir etkileri olmasa da yine de siyasetten kendi tabanlar\u0131na kar\u015f\u0131 sorumluluklar\u0131 vard\u0131r. Yine, \u00caz\u00eed\u00ee partilerinin durumu da benzerdir. Aradan 9 y\u0131l ge\u00e7mesine ra\u011fmen ferman kar\u015f\u0131s\u0131nda ba\u015fta Teqedum olmak \u00fczere var olan partiler sa\u011fl\u0131kl\u0131 bir analiz yapamam\u0131\u015ft\u0131r. Tutumlar\u0131n\u0131 ortaya koyamam\u0131\u015f, geli\u015fmeler kar\u015f\u0131s\u0131nda ilgisiz ve sorumsuz bir yakla\u015f\u0131m i\u00e7ine girmekten kurtulamam\u0131\u015flard\u0131r.<\/p>\n<p>\u015eengal halk\u0131n\u0131n siyasi partilere e\u011filimi olduk\u00e7a azd\u0131r. Siyasetin kapsam\u0131 d\u0131\u015f\u0131nda ya\u015fad\u0131\u011f\u0131n\u0131 s\u00f6ylemek abart\u0131 olmasa gerek. \u00caz\u00eed\u00eelik ad\u0131na ciddi bir \u00f6rg\u00fctsel olu\u015fumdan bahsedilemez. Halk\u0131n bir b\u00f6l\u00fcm\u00fc Irak ordusunda paral\u0131 asker olarak g\u00f6rev yapmakta, bir b\u00f6l\u00fcm\u00fc de KDP, YNK, k\u0131smen de di\u011fer \u00f6rg\u00fctler i\u00e7inde yer almaktad\u0131r. \u00caz\u00eed\u00ee halk\u0131 \u00f6z savunma g\u00fcc\u00fcnden yoksun oldu\u011fu i\u00e7in savunmas\u0131z ve korumas\u0131z kalm\u0131\u015ft\u0131r. Halk a\u011f\u0131rl\u0131kl\u0131 olarak T\u0131l Ko\u00e7er\u2019de, Araplara ait topraklar\u0131 icar ederek bostan ekimi, sebzecilikle u\u011fra\u015farak ge\u00e7imini kazan\u0131rken, gen\u00e7ler Kurdistan b\u00f6lgesinde ge\u00e7ici mevsimlik tar\u0131m i\u015f\u00e7isi veya in\u015faat sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fmaktad\u0131r. Suriye s\u0131n\u0131r hatt\u0131nda ka\u00e7ak\u00e7\u0131l\u0131kla u\u011fra\u015fanlar\u0131n yan\u0131 s\u0131ra \u015eengal\u2019 de temel u\u011fra\u015f ve ge\u00e7im kayna\u011f\u0131 tar\u0131m-hayvanc\u0131l\u0131k ve k\u00fc\u00e7\u00fck \u00e7apl\u0131 ticarettir.<\/p>\n<p>KDP\u2019nin \u015eengal\u2019de iktidara gelmesiyle birlikte, izledi\u011fi politikalar ve y\u00f6netim anlay\u0131\u015f\u0131 son derece anti demokratiktir, tek parti y\u00f6netim anlay\u0131\u015f\u0131na dayanmaktad\u0131r. Irak devletinin varl\u0131\u011f\u0131 olsa da \u00f6z\u00fcnde KDP iktidard\u0131r. Despotik tarzda, zorla halk\u0131n iradesine \u00e7\u00f6km\u00fc\u015f bulunuyor. Saddam sonras\u0131nda KDP g\u00fc\u00e7leri \u015eengal\u2019e gelmi\u015f ve y\u00f6netimi ele ge\u00e7irmi\u015ftir. \u015eengal, Irak anayasas\u0131nda tart\u0131\u015fmal\u0131 b\u00f6lgeler kapsam\u0131nda olan ve referandumla stat\u00fcs\u00fcn\u00fcn belirlenmesi gereken bir yer oldu\u011fu i\u00e7in geni\u015f bir co\u011frafyan\u0131n Kurdistan\u2019a eklenmesi a\u00e7\u0131s\u0131ndan \u00f6nem arz etmektedir. KDP\u2019nin \u015eengal\u2019e ilgisi asl\u0131nda tart\u0131\u015fmal\u0131 b\u00f6lge stat\u00fcs\u00fcnden kaynaklan\u0131yor. Irak veya B\u00f6lgesel K\u00fcrt y\u00f6netimine ba\u011flanmas\u0131 konusu hen\u00fcz netle\u015fmemi\u015ftir. \u00caz\u00eed\u00eelik inanc\u0131na sahip \u00e7\u0131kma, halk\u0131 koruma, refah d\u00fczeyini geli\u015ftirme, irade sahibi yapma, y\u00f6netime katma diye KDP\u2019nin herhangi bir istemi veya niyeti hi\u00e7 olmam\u0131\u015ft\u0131r. Tamamen siyasi saikler temelinde alana gelmi\u015f ve otoriteyi ele ge\u00e7irmi\u015ftir.<\/p>\n<p>\u015eengal idari y\u00f6netimi i\u00e7in herhangi bir se\u00e7im ortam\u0131 yoktur. Se\u00e7imler olsa da halk\u0131n iradesi hi\u00e7bir zaman sand\u0131\u011fa yans\u0131maz. Irak\u2019\u0131n parlamento se\u00e7imleri bile istikrars\u0131z se\u00e7imlerdir. Bu y\u00fczden \u015eengal\u2019de demokratik bir se\u00e7im beklemek hayali bir bekleyi\u015f olacakt\u0131r.<\/p>\n<p>\u015eengal\u2019de kaymakaml\u0131k makam\u0131\u00a0 da KDP taraf\u0131ndan atanm\u0131\u015f ki\u015filerden olu\u015fur. Fakat hi\u00e7bir etkisi olmayan b\u00fcrokratik bir y\u00f6netimin \u00f6tesine ge\u00e7emez. Kaymakaml\u0131k, KDP\u2019nin evrak imzalama memuru gibidir. \u0130\u00e7 g\u00fcvenlik, \u015eengalli \u00caz\u00eed\u00eelerden olu\u015fan polis te\u015fkilat\u0131 Irak h\u00fck\u00fcmetine ba\u011fl\u0131d\u0131r; hi\u00e7bir h\u00fckm\u00fc olmayan g\u00f6stermelik bir olu\u015fumdur. Yasal b\u00fcrokratik i\u015fleri y\u00fcr\u00fcten bir kurumun \u00f6tesine ge\u00e7mez. Fermandan \u00f6nce KDP-YNK ortakl\u0131\u011f\u0131ndan meydana gelen askeri g\u00fc\u00e7lerden olu\u015fan birlikler olsa da yol kontrollerine genel olarak KDP hakimdir. S\u0131n\u0131r g\u00fcvenli\u011fi Irak ordu g\u00fc\u00e7lerine ba\u011flanarak yetki payla\u015f\u0131m\u0131 yap\u0131lm\u0131\u015ft\u0131r. Fakat i\u015fler yine de KDP\u2019de merkezile\u015fmektedir. \u0130ki ba\u015fl\u0131 karma\u015f\u0131k bir yetki payla\u015f\u0131m\u0131 olsa da \u015eengal\u2019de KDP\u2019nin konumu merkezi Irak h\u00fck\u00fcmetinden daha g\u00fc\u00e7l\u00fcd\u00fcr.<\/p>\n<p>\u015eengal\u2019de soyk\u0131r\u0131m\u0131n<\/p>\n<p>ilk g\u00fcnleri<\/p>\n<p>Ovan\u0131n ortas\u0131nda adeta bir balina gibi duran 60 km uzunlu\u011funda 6-7 km geni\u015fli\u011findeki \u015eengal da\u011f\u0131 \u00caz\u00eed\u00eeler i\u00e7in hem kutsal say\u0131lmakta ve hem de bir korunak i\u015flevi g\u00f6rmektedir. Bir ucu Musul, di\u011fer ucu da Suriye y\u00f6n\u00fcne meyleden bu da\u011f, tarihte Sincar da\u011f\u0131 olarak ge\u00e7er. \u00caz\u00eed\u00ee inan\u0131\u015f\u0131na g\u00f6re, dini \u00f6nderleri \u015eeyh Adi \u00f6nce buraya gelir konaklar, Lali\u015f dergah\u0131n\u0131 buraya kurmak ister fakat karar\u0131n\u0131 de\u011fi\u015ftirip \u015fu anda T\u00fcrbesinin de bulundu\u011fu Duhok\u2019a ba\u011fl\u0131 Lali\u015f ismini verdi\u011fi yere ta\u015f\u0131n\u0131r. Daha sonra kutsal say\u0131lan meleklerin ad\u0131na da\u011f\u0131n \u00e7e\u015fitli vadilerine t\u00fcrbeler in\u015fa edilir.<\/p>\n<p>\u00cazid\u00ee toplumunun en zor zaman\u0131nda, can pazar\u0131 ya\u015fad\u0131\u011f\u0131 bir anda \u015eengal da\u011f\u0131 yine kuca\u011f\u0131n\u0131 halka a\u00e7m\u0131\u015ft\u0131r. Bu da\u011f yine \u00cazid\u00eelere ya\u015fam kayna\u011f\u0131, nefes olmu\u015ftur. Soyk\u0131r\u0131m katliam\u0131nda, DA\u0130\u015e \u00e7etelerinin barbarl\u0131klar\u0131ndan can\u0131n\u0131 kurtaranlar yine bu da\u011fa s\u0131\u011f\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Fermandan ka\u00e7\u0131p \u015eengal da\u011f\u0131na s\u0131\u011f\u0131narak can\u0131n\u0131 kurtaranlar bu kez A\u011fustos ay\u0131n\u0131n kavurucu \u00e7\u00f6l s\u0131ca\u011f\u0131na yakalanarak, a\u00e7 ve susuz kal\u0131rlar. Da\u011f\u0131n bodur me\u015felikleri aras\u0131nda k\u00fcmeler halinde biriken halk, suya, ekme\u011fe eri\u015femez. S\u0131k\u0131nt\u0131lar, sorunlar ard\u0131 ard\u0131na b\u00fcy\u00fcyerek fazlala\u015f\u0131r. Ferman\u0131n ilk g\u00fcn\u00fc ve sonras\u0131 bu da\u011f\u0131n ismi d\u00fcnya medya organlar\u0131n\u0131n en fazla telaffuz etti\u011fi bir isim olur. \u00c7aresiz insanlar\u0131n feryatlar\u0131 TV\u2019lerde, internet a\u011flar\u0131nda dalga dalga d\u00fcnyaya yay\u0131l\u0131r.<\/p>\n<p>\u00c7embere al\u0131nm\u0131\u015f halk\u0131 bir yandan \u00f6l\u00fcm korkusu, bir yandan a\u00e7l\u0131k-susuzluk k\u0131r\u0131p ge\u00e7irmekte di\u011fer yandan da tepedeki g\u00fcne\u015f yak\u0131p kavurmaktad\u0131r. DA\u0130\u015e \u00e7eteleri bir\u00e7ok koldan z\u0131rhl\u0131 ara\u00e7lar ve a\u011f\u0131r silahlarla halka sald\u0131rarak da\u011fa t\u0131rmanmaktad\u0131r. Zor durumdaki halk\u0131n elinde silah yok, cephane yok. \u00cazid\u00eelerin me\u015fhur deyimiyle \u2018Hev\u00eeya Xad\u00ea\u2019 (umut Allahtan anlam\u0131nda) demekten ba\u015fka \u00e7are kalmam\u0131\u015fken bir anda bir umut beliriyor. K\u0131rm\u0131z\u0131 ayakkab\u0131l\u0131 PKK gerillalar\u0131 da\u011fa \u00e7\u0131karma yap\u0131yor. \u0130\u015fte o andan itibaren Ez\u00eed\u00ee halk\u0131 i\u00e7in sadece ferman de\u011fil ona kar\u015f\u0131 direni\u015f tarihi de yaz\u0131lmaya ba\u015fl\u0131yor. \u0130\u015fte bu \u015fekilde direni\u015fiyle, ihanetiyle ibretlik bir \u015fekilde Ez\u00eed\u00eeler tarihe ge\u00e7iyor.<\/p>\n<p>DA\u0130\u015e\u2019in \u015eengal\u2019e ani bask\u0131n\u0131 kar\u015f\u0131s\u0131nda halk\u0131n \u00e7o\u011funlu\u011fu, yanlar\u0131na gerekli olabilecek hi\u00e7bir \u015feyi alamadan evlerini terk etmek zorunda kal\u0131yor. Ka\u00e7amayan, geride kalanlar oluyor. Anneler, k\u0131zlar, ya\u015fl\u0131lar, \u00e7ocuklar \u00e7etelerin eline d\u00fc\u015f\u00fcyor. DA\u0130\u015e\u2019in eline d\u00fc\u015fen baz\u0131lar\u0131yla ilk g\u00fcnlerde telefon ba\u011flant\u0131s\u0131 kuruluyor. Ancak zaman ilerledik\u00e7e ileti\u015fim kopuyor, telefonlar susuyor, karamsarl\u0131k, karabasan insanlar\u0131n \u00fczerine \u00e7\u00f6k\u00fcyor.<\/p>\n<p>\u0130nsan\u0131 sarsan, deh\u015fete d\u00fc\u015f\u00fcren katliam videolar\u0131 DA\u0130\u015e\u2019in ilerlemesinde en \u00f6nemli propaganda malzemesi haline geliyor. DA\u0130\u015e \u00e7eteleri bir k\u00f6ye, kente gitmeden \u00f6nce korkular\u0131 gidiyor. \u0130nsanlar evlerini terk edip bir an \u00f6nce s\u0131\u011f\u0131naca\u011f\u0131 g\u00fcvenli alanlara do\u011fru ak\u0131n ediyor. B\u00fcy\u00fck bir korku ve panik ya\u015fan\u0131yor. DA\u0130\u015e taraf\u0131nda \u00e7embere al\u0131nm\u0131\u015f \u00f6l\u00fcm korkusuyla da\u011fda mahsur kalm\u0131\u015f insanlara havadan bir koridor a\u00e7\u0131l\u0131yor. A\u00e7\u0131lan koridordan halka g\u0131da malzemesi, su ve acil ihtiya\u00e7 malzemeleri ula\u015ft\u0131r\u0131l\u0131yor,\u00a0 yaral\u0131 a\u011f\u0131r hastalar\u0131n tahliyesine ba\u015flan\u0131yor. \u0130nen helikopterlerin etraf\u0131nda ya\u015fanan izdiham insan\u0131n i\u00e7ini karart\u0131yor. D\u00fcnya, \u015eengal\u2019de ya\u015fanan bu vah\u015feti film izler gibi\u00a0\u00a0\u00a0 canl\u0131 TV ekranlar\u0131ndan izliyor.<\/p>\n<p>DA\u0130\u015e\u2019in eline d\u00fc\u015fenler de kurtulanlarda ayn\u0131 yazg\u0131y\u0131 payla\u015f\u0131yor. Her iki u\u00e7ta ba\u015flayan belirsiz bir yolculuktur. Ele ge\u00e7enler, sava\u015f ganimeti olarak al\u0131 konulan kad\u0131nlar, gen\u00e7 k\u0131zlar Arap \u00fclkelerinde kurulan k\u00f6le pazarlar\u0131nda sat\u0131\u015fa sunuluyorlar. Baz\u0131lar\u0131 demir kafes i\u00e7inde Musul meydan\u0131nda<\/p>\n<p>diri diri yak\u0131lan, erkeklerin bir k\u0131sm\u0131 katledilerek, bir k\u0131sm\u0131 da diri diri toplu mezarlara g\u00f6m\u00fcl\u00fcyor. Kendilerini ge\u00e7mi\u015fte oldu\u011fu gibi g\u00fcn\u00fcm\u00fczde de toplumdan soyutlayarak ya\u015famay\u0131 tercih etmeleri, fermanda ya\u015fad\u0131klar\u0131 trajedinin izah\u0131 gibidir. Mam Zeki \u015eengali\u2019nin, Ko\u00e7o katliam\u0131 y\u0131ld\u00f6n\u00fcm\u00fc anma t\u00f6renine Naif Caso\u2019nun daveti \u00fczerine kat\u0131lm\u0131\u015f ve d\u00f6n\u00fc\u015f yolunda verilen istihbarat sonucu, T\u00fcrk devletinin hava sald\u0131r\u0131s\u0131nda \u015fehit d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc de not etmek gerekir.<\/p>\n<p>\u015eengal\u2019den kopup gidenlerin ve \u015eengal\u2019e d\u00f6nenlerin hikayeleri farkl\u0131 olsa da ya\u015fad\u0131klar\u0131 ruh hali benzerdir. \u015eengal\u2019den g\u00f6\u00e7\u00fcp G\u00fcney Kurdistan\u2019da \u00e7ad\u0131r kamplarda kalan, Kuzey Kurdistan\u2019a yerle\u015fen, Avrupa\u2019ya g\u00f6\u00e7en ve \u015eengal\u2019e d\u00f6nen \u00caz\u00eed\u00eelerin sorunlar\u0131 birbirinden olduk\u00e7a farkl\u0131d\u0131r, fakat ac\u0131da ortakt\u0131rlar. Gelece\u011fi karart\u0131lm\u0131\u015f bir toplumun ba\u015f\u0131na gelebilecek ne kadar bela varsa hepsini tatmak durumunda kalm\u0131\u015ft\u0131r. Geride an\u0131lar\u0131n\u0131, hayallerini, ya\u015fam al\u0131\u015fkanl\u0131klar\u0131n\u0131, inan\u00e7 merkezlerini, atalardan kalan manevi de\u011ferlerini, k\u00f6ylerini, fermanda yitirdiklerini, kay\u0131p k\u0131zlar\u0131n\u0131 ve kad\u0131nlar\u0131n\u0131, toplu mezarlar\u0131n\u0131, ak\u0131beti bilinmeyen yak\u0131nlar\u0131n\u0131 b\u0131rakarak, savrulduklar\u0131 uzak diyarlarda ya\u015fama tutunmaya \u00e7al\u0131\u015f\u0131yorlar.<\/p>\n<p>Yuvas\u0131 y\u0131k\u0131lm\u0131\u015f, da\u011f\u0131lm\u0131\u015f insan\u0131n, yeniden bir gelecek in\u015fa etme sorunlar\u0131 g\u00fcndelik ya\u015famlar\u0131n\u0131n bir par\u00e7as\u0131 haline geldi. Gelece\u011fe dair endi\u015feleri, korkular\u0131 hi\u00e7 eksik olmad\u0131. Belirsizlikte ak\u0131p giden hayatta, bo\u015flu\u011fa at\u0131lm\u0131\u015f bir ta\u015f misali yuvarlan\u0131p durmaktad\u0131rlar. Ferman sonras\u0131 her \u00caz\u00eed\u00ee, ya\u015famda yeni bir sayfa a\u00e7mak, yeni bir ba\u015flang\u0131\u00e7 yapmak zorunda kalm\u0131\u015ft\u0131r. Bir insan\u0131n ya\u015fam\u0131na s\u0131\u011fd\u0131r\u0131lacak ne kadar sorun varsa fazlas\u0131yla \u00caz\u00eed\u00ee toplumunda mevcuttur. Ekonomik, sosyal, siyasi, ideolojik, askeri-\u00f6z savunma, idari-y\u00f6netim, e\u011fitim-sa\u011fl\u0131k, bar\u0131nma, alt yap\u0131 sorunlar\u0131n\u0131n t\u00fcm\u00fc birer sorun alan\u0131 olarak \u00e7\u00f6z\u00fcm beklemektedir.<\/p>\n<p>Her \u015feyden \u00f6nce de \u00caz\u00eed\u00ee toplulu\u011fun var olma sorunu vard\u0131r. \u00caz\u00eed\u00ee inanc\u0131n\u0131n korunmas\u0131 ve rit\u00fcellerin ya\u015fat\u0131lmas\u0131 toplumun varl\u0131\u011f\u0131 a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemlidir. Bir toplum, ancak kendisini var eden de\u011ferlerle birlikteya\u015fat\u0131lmas\u0131 varl\u0131\u011f\u0131n\u0131 koruyabilir. O nedenle de toplum olarak Ezidiler i\u00e7in kendi orijinal k\u00fclt\u00fcrlerini ya\u015fay\u0131p, ya\u015fatma ve gelecek nesillere aktarma, ferman sonras\u0131 ciddi bir sorun haline gelmi\u015ftir. Bug\u00fcnden bak\u0131ld\u0131\u011f\u0131nda 74. Ferman\u2019\u0131n amac\u0131 daha da iyi anla\u015f\u0131l\u0131r durumdad\u0131r. Bir toplulu\u011fu t\u00fcmden yok etme ama\u00e7lanm\u0131\u015ft\u0131r. \u015eengal\u2019de ki \u00caz\u00eed\u00ee varl\u0131\u011f\u0131na son verme, etnik temizlemedir. Soyk\u0131r\u0131md\u0131r.\u00a0 DA\u0130\u015e \u00e7eteleri \u015eengal\u2019e sald\u0131rd\u0131klar\u0131na tek gayeleri \u00caz\u00eed\u00ee inanc\u0131na mensup olanlar\u0131n t\u00fcm\u00fcn\u00fc ortadan kald\u0131rmak ve varl\u0131\u011f\u0131na son vermektir. \u015eengal\u2019i yak\u0131p-y\u0131karak ya\u015fanmaz hale getirmektir. DA\u0130\u015e Irak\u2019\u0131n k\u00f6y, kasaba ve kentlerini domino ta\u015f\u0131 gibi birer birer devirip ilerlerken, Suriye i\u00e7lerine yay\u0131l\u0131rken b\u00f6lgede giremedi\u011fi tek yer \u015eengal da\u011f\u0131d\u0131r. O nedenle belki de DA\u0130\u015e\u2019in ilk k\u0131r\u0131lma noktas\u0131 \u015eengal savunmas\u0131 olmu\u015ftur.<\/li>\n<\/ol>\n<p>Ba\u015fkan Apo\u2019nun \u2018\u00caz\u00eed\u00eelere sahip \u00e7\u0131k\u0131n\u2019 s\u00f6z\u00fc hem talimat ve hem de vasiyet niteli\u011fi ta\u015f\u0131yan mesaj\u0131na kar\u015f\u0131l\u0131k verilmi\u015ftir. 12 ki\u015filik gerilla gurubu \u015eengal da\u011f\u0131na \u00e7\u0131karak tarihin ak\u0131\u015f\u0131n\u0131 de\u011fi\u015ftirmi\u015ftir. Ve \u015eengal\u2019de yeni bir tarihi direni\u015f destan\u0131 yaz\u0131ld\u0131.<\/p>\n<p>Bir ger\u00e7e\u011fin alt\u0131n\u0131 daha \u00e7izmek gerekir ki o da DA\u0130\u015e\u2019e teslim olmaktansa kendi imkanlar\u0131yla kahramanca sava\u015farak \u015fehit d\u00fc\u015fen halk\u0131n onurlu direni\u015fidir. Girzerik kad\u0131nlar\u0131n\u0131n z\u0131lg\u0131tlar\u0131, cesur, yi\u011fit erkeklerin mevzilerdeki direni\u015fi asla unutulmamas\u0131 gereken tarihsel \u00e7\u0131k\u0131\u015flard\u0131r. Yine Siba \u015eeyh X\u0131d\u0131r, halk\u0131 mutlak bir katliamdan kurtaran g\u00f6rkemli bir direni\u015f sergilemi\u015ftir. Pir Xeyri\u2019nin cesareti, yi\u011fitli\u011fi, kahramanl\u0131\u011f\u0131, sava\u015f\u00e7\u0131l\u0131\u011f\u0131 asla unutulmamas\u0131, tarihe not d\u00fc\u015f\u00fclmesi ve s\u00fcrekli sayg\u0131yla an\u0131lmas\u0131 gereken ki\u015filiklerdir. DA\u0130\u015e\u2019e kar\u015f\u0131 direnerek \u015fehit d\u00fc\u015fen ve burada hepsini anamayaca\u011f\u0131m\u0131z b\u00fct\u00fcn \u015fehitlerin direni\u015flerini yad etmek gerekir. Ferman\u0131n \u00f6n\u00fcne \u00f6r\u00fclen ilk barikatlarda g\u00f6z\u00fcn\u00fc k\u0131rpmadan \u00f6l\u00fcme giden isimsiz kahramanlar bu halk\u0131n ger\u00e7ek temsilcileri ve \u00f6nc\u00fcleridirler.<\/p>\n<p>PKK gerillalar\u0131n\u0131n \u015eengal\u2019de ki direni\u015fi \u00caz\u00eed\u00ee toplulu\u011funun ya\u015fam belirtilerine yeni bir umut yaratm\u0131\u015ft\u0131r. DA\u0130\u015e\u2019ten korkarak ka\u00e7mak de\u011fil, direnerek, kar\u015f\u0131 koyarak, yenilgiye u\u011fratarak durdurman\u0131n m\u00fcmk\u00fcn oldu\u011funu ispatlam\u0131\u015ft\u0131r. \u015eengal\u2019in \u00f6zg\u00fcrle\u015fmesi \u00caz\u00eed\u00ee toplumu i\u00e7in ba\u015fl\u0131 ba\u015f\u0131na bir devrimdir. M\u00fcthi\u015f bir g\u00fcven duygusu yaratm\u0131\u015ft\u0131r. Tekrardan \u015eengal da\u011f\u0131na d\u00f6nmek isteyenlere zemin haz\u0131rlanm\u0131\u015ft\u0131r. Ya\u015fan\u0131r hale getirilmesi i\u00e7in yo\u011fun bir \u00e7aba sergilenmi\u015ftir. \u015eengalin \u00f6zg\u00fcrle\u015fmesinde Rojava Devrimi\u2019nin b\u00fcy\u00fck katk\u0131lar\u0131n\u0131n oldu\u011funu da teslim etmek gerekir.<\/p>\n<p>\u015eengal, DA\u0130\u015e \u00e7etelerinden temizlendikten sonra s\u0131ra ya\u015fam\u0131 \u00f6rg\u00fctlemeye gelmi\u015fti. \u00d6zerk idari yap\u0131n\u0131n olu\u015fturulmas\u0131na, halk meclisinin te\u015fkil edilmesine, \u00f6z savunma birimlerine kavu\u015fturulmas\u0131na, e\u011fitim, sa\u011fl\u0131k, g\u00fcvenlik, belediye hizmetlerine varana dek imkanlar dahilinde ya\u015fam\u0131n \u00f6rg\u00fctlendirilmesi i\u00e7in hummal\u0131 bir \u00e7al\u0131\u015fma ba\u015flat\u0131ld\u0131. Halk\u0131n geri d\u00f6n\u00fc\u015f\u00fcn\u00fc sa\u011flamak, ya\u015fam i\u00e7in g\u00fcvenlikli bir yer haline getirmek \u00f6ncelikli g\u00f6revdi. Ba\u015flang\u0131\u00e7ta DA\u0130\u015e\u2019in yaratt\u0131\u011f\u0131 tedirginlik olsa da zamanla bir k\u0131s\u0131m halk\u0131n geri d\u00f6nmesi \u015eengal\u2019de ya\u015fam\u0131n yeniden filizlenmesi anlam\u0131na geliyordu. B\u00fcy\u00fck bir enkaz haline gelen, harabeye d\u00f6nm\u00fc\u015f yerle\u015fim yerlerinde, moloz y\u0131\u011f\u0131nlar\u0131n\u0131n aras\u0131nda ya\u015fam f\u0131\u015fk\u0131rmaya ba\u015flam\u0131\u015ft\u0131.<\/p>\n<p>Halk\u0131n geri d\u00f6n\u00fc\u015f\u00fc i\u00e7in gerekli fiziki ko\u015fullar\u0131n yarat\u0131lmas\u0131 kadar d\u00fc\u015f\u00fcnsel d\u00fczeyde de \u00f6z g\u00fcvenin tazelenmesi zaman alm\u0131\u015ft\u0131r. \u00d6z g\u00fcce g\u00fcven, kendisini savunan, y\u00f6neten, idari kurumlar\u0131n\u0131 in\u015fa eden bir halk durumuna gelmeleri zamanla ger\u00e7ekle\u015fmi\u015f olmas\u0131 \u00f6nemli kazan\u0131mlardand\u0131r. Yok olman\u0131n e\u015fi\u011fine gelmi\u015f olmas\u0131na ra\u011fmen, u\u00e7urumun kenar\u0131na tutunarak hayatta kalm\u0131\u015f ve kendisini yeniden var etmi\u015ftir. Ya\u015fama tutunan bir halk ger\u00e7ekli\u011fine do\u011fru yol almas\u0131 tarif edilemez bir heyecan, moral-motivasyon yaratmas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131. Bu geli\u015fmeler \u00f6rg\u00fctlemeye zemin haz\u0131rlarken her alanda prati\u011fe yans\u0131malar\u0131 olmu\u015ftur. Halk\u0131n siyasalla\u015farak politik bir kitle haline gelmesine katk\u0131 sunmu\u015ftur. B\u00fct\u00fcn bu geli\u015fmeler \u015eengal\u2019de ki \u00caz\u00eed\u00eeler i\u00e7in Fars mitolojisindeki Z\u00fcmr\u00fcd\u00fc Anka (Simurg) ku\u015fu gibi kendi k\u00fcllerinden yeniden do\u011fmak anlam\u0131na gelmekteydi.<\/p>\n<p>\u015eengal \u015fehir merkezi \u00f6zg\u00fcrle\u015ftirildikten sonra 3\/5 km mesafede DA\u0130\u015e ku\u015fatmas\u0131n\u0131n k\u0131r\u0131lmas\u0131 y\u0131llar\u0131 ald\u0131. Bir yandan DA\u0130\u015e ile m\u00fccadele ederken di\u011fer yandan \u015eengal halk\u0131n\u0131n \u00f6rg\u00fctlenmesi at ba\u015f\u0131 giden \u00e7al\u0131\u015fmalar olarak devam etti. Fermandan sonra y\u0131llar ge\u00e7mesine ra\u011fmen \u015eengal\u2019de Irak merkezi h\u00fck\u00fcmetin ve KDP\u2019nin esemesi dahi okunmuyordu.<\/p>\n<p>Her iki egemen g\u00fcc\u00fcn yoklu\u011funda ger\u00e7ekten de \u00f6zg\u00fcr bir toplumun in\u015fas\u0131 i\u00e7in gerekli olan \u00d6z Y\u00f6netim, \u00d6z Savunma kurumla\u015fmalar\u0131 olanca h\u0131z\u0131yla devam etti. \u00d6yle ki, DA\u0130\u015e\u2019in yar\u0131 ku\u015fatmas\u0131 devam etti\u011fi s\u00fcre i\u00e7inde, Irak h\u00fck\u00fcmet yetkilileri, \u015eengal \u00d6z Savunma G\u00fc\u00e7lerinin arac\u0131l\u0131\u011f\u0131yla b\u00f6lgeye gelip gitmekte ve aylarca YB\u015e-YJ\u015e g\u00fc\u00e7lerinin misafiri olarak alanda kalmaktayd\u0131lar. Bu durum KDP g\u00fc\u00e7leri i\u00e7in de ge\u00e7erlidir. KDP, DA\u0130\u015e \u00e7eteleri \u015eengal\u2019e sald\u0131rmadan \u00f6nce alan\u0131 bo\u015faltarak g\u00fc\u00e7lerini G\u00fcney Kurdistan\u2019a \u00e7ekmi\u015fti. PKK gerillalar\u0131 alan hakimiyeti sa\u011flad\u0131ktan sonra tekrardan geri d\u00f6nmek istemi\u015fler ve bu konuda PKK\u2019den yard\u0131m talebinde bulunmu\u015flard\u0131. PKK\u2019nin verdi\u011fi destekler sayesinde \u015eengal\u2019e d\u00f6nm\u00fc\u015flerdi. Daha sonraki s\u00fcre\u00e7 sarpa sard\u0131. PKK\u2019nin yard\u0131m\u0131yla \u015eengal\u2019e gelen Irak istihbarat yetkilileri ve KDP g\u00fc\u00e7leri, DA\u0130\u015e yenilgiye u\u011frad\u0131ktan ve tehlike kalmay\u0131nca \u00caz\u00eed\u00eelerin kazan\u0131mlar\u0131n\u0131 birer birer ortadan kald\u0131rmaya ba\u015flad\u0131lar.<\/p>\n<p>PKK g\u00fc\u00e7lerinin \u015eengal\u2019de bulunmas\u0131, \u00caz\u00eed\u00eeler i\u00e7in her \u015feyden \u00f6nce ya\u015fam g\u00fcvencesiydi. PKK\u2019yi kendileri i\u00e7in koruyucu bir g\u00fc\u00e7 olarak g\u00f6r\u00fcp\u00a0 inanm\u0131\u015flard\u0131. \u00caz\u00eed\u00eeler i\u00e7in kendisini teredd\u00fct etmeden feda eden R\u00eaber Apo\u2019nun fedaileri, \u015eengal ve halk\u0131n\u0131n koruyucu kalkan\u0131yd\u0131. Beyaz yakal\u0131 ilkel milliyet\u00e7i K\u00fcrt tabakas\u0131, Kurdistan co\u011frafyas\u0131nda, d\u00fc\u015fmandan daha beter bir rol oynamaktad\u0131r.<\/p>\n<p>KDP\u2019nin \u00caz\u00eed\u00ee toplumuna kar\u015f\u0131 yakla\u015f\u0131m\u0131 K\u00fcrt ulusal kurtulu\u015f meselesine yakla\u015f\u0131m\u0131ndan farkl\u0131 de\u011fildir. Genelde hep faydac\u0131-\u00e7\u0131karc\u0131 olmu\u015ftur. \u00caz\u00eed\u00eelerden alabildi\u011fince askeri g\u00fc\u00e7 dev\u015firerek parti \u00e7\u0131kar\u0131 do\u011frultusunda kullanm\u0131\u015ft\u0131r. \u00caz\u00eed\u00eelik inanc\u0131yla zihniyette \u00e7eli\u015fen sorunlu bir yakla\u015f\u0131m\u0131n sahibidir. KDP\u2019nin zihniyet yap\u0131s\u0131n\u0131 \u00e7\u00f6zmeden, \u00caz\u00eed\u00eelere bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 sorgulamadan, var olan alg\u0131y\u0131 anlamadan ferman soyk\u0131r\u0131m\u0131 hakk\u0131nda s\u00f6ylenecek her s\u00f6z yeterince yerine oturmayacakt\u0131r.<\/p>\n<p>\u00caz\u00eed\u00eelerin hac merkezi olan Lali\u015fa N\u00fbran\u00ee\u2019den ba\u015flayarak, Baba \u015eeyh ve Mir makam\u0131 \u00fczerinde denetim kuran, ekonomik yard\u0131mlarla kendisine ba\u011flayarak ipote\u011fine alan bir yakla\u015f\u0131m sergilemektedir. Dini kanaat \u00f6nderleri, A\u015firet reislerinden Qube g\u00f6revlisi olan m\u00eecewir\u2019lere kadar hepsini maddi yard\u0131mlarla kendisine ba\u011flam\u0131\u015ft\u0131r. \u0130nan\u00e7 \u00fczerinde tasarrufta bulunma hakk\u0131n\u0131 elde etmi\u015ftir. Lali\u015f, KDP \u00e7izgisinin d\u0131\u015f\u0131na asla \u00e7\u0131kamaz hale gelmi\u015ftir. KDP\u2019nin \u015eengal\u2019e sald\u0131r\u0131lar\u0131n\u0131 g\u00f6rmezden gelmi\u015f ve T\u00fcrk devletinin sald\u0131r\u0131lar\u0131n\u0131 dahi k\u0131namam\u0131\u015flard\u0131r. Ferman\u0131n y\u0131l d\u00f6n\u00fcm\u00fcnde \u015eengal\u2019de yap\u0131lan DA\u0130\u015e\u2019i protesto eylemlerine \u00f6zellikle gen\u00e7lerin kat\u0131l\u0131m\u0131 engellenmi\u015ftir. Baz\u0131 gen\u00e7ler &#8220;PKK eylemine kat\u0131ld\u0131m diye KDP bizi tutukluyor&#8221; diyerek korkudan DA\u0130\u015e\u2019i bile protesto edemediklerini dile getiriyorlar. Kahrolsun DA\u0130\u015e diye hayk\u0131ram\u0131yorlar. Bu, d\u00fc\u015fman\u0131n\u0131, bile protesto etmekten korkan bir toplumun ne hale geldi\u011finin g\u00f6stergesidir. Halka bunu dayatmak ve ya\u015fatmak tek kelimeyle zul\u00fcmd\u00fcr.<\/p>\n<p>\u00caz\u00eed\u00ee mirlik makam\u0131, Bav\u00ea \u015eeyh, Bav\u00ea \u00c7avu\u015f, b\u00fct\u00fcn \u015feyhler, pirler, Qavallar, Ko\u00e7ekler, feqirler, \u00c7ile Girler ve b\u00fct\u00fcn dini kanaat \u00f6nderleri, hatta ayd\u0131nlar, sanat\u00e7\u0131lar, toplumda hat\u0131r\u0131 say\u0131l\u0131r kim varsa ya\u015fanan ferman\u0131n yaralar\u0131n\u0131 sarmada bulunduklar\u0131 makam\u0131n hakk\u0131n\u0131 verememi\u015flerdir. \u00caz\u00eed\u00ee toplumu her \u015feyden \u00f6nce bir inan\u00e7 toplulu\u011fudur. Siyasi \u00f6nderlikten yoksundurlar, \u00f6rg\u00fctl\u00fc de\u011fildirler. KDP, YNK saflar\u0131nda siyaset yapan \u00f6nc\u00fcler de kendi toplumuna faydalar\u0131 yoktur. Bu nedenle \u00f6nc\u00fcl\u00fck g\u00f6revi ruhani \u00f6nderlere d\u00fc\u015fmektedir. Toplumu bir arada tutan en temel fakt\u00f6r inan\u00e7lar\u0131d\u0131r. Bu birli\u011fe denk bir temsil durumu ortaya \u00e7\u0131km\u0131\u015f de\u011fildir. Toplumun par\u00e7al\u0131 duru\u015fu, birlikte hareket etmemeleri, ortak karar vermemeleri, tav\u0131r geli\u015ftirmemelerinin nedeni ruhani liderlerlerinden kaynaklan\u0131yor. \u015eengal halk\u0131na kar\u015f\u0131 biraz da ha mesafeli duru\u015flar\u0131, halkla kayna\u015fmamalar\u0131 toplumdaki da\u011f\u0131n\u0131kl\u0131\u011f\u0131 daha da art\u0131rmaktad\u0131r.<\/p>\n<p>Ruhani liderli\u011fin, inan\u00e7 etraf\u0131nda toplumu bir arada tutmak, \u00f6nc\u00fcl\u00fck yapmak, yol g\u00f6stermek, sahip \u00e7\u0131kmak, korumak, geli\u015ftirmek, inan\u00e7 temelinde e\u011fitmek gibi ulvi g\u00f6revleri manevi de\u011ferleri vard\u0131r. Kendilerinden beklenen bu g\u00f6revi hakk\u0131yla yerine getirmek, bu halka ger\u00e7ek anlamda \u00f6nderlik etmektir. D\u00fcnyaya da\u011f\u0131lm\u0131\u015f, \u00f6z\u00fcnden kopmu\u015f, asl\u0131ndan uzakla\u015fm\u0131\u015f, yok olman\u0131n e\u015fi\u011fine gelmi\u015f toplumun, \u00f6rg\u00fcts\u00fcz, da\u011f\u0131n\u0131k hale gelmesinde ruhani makamlarda yer alanlar\u0131n pay\u0131 vard\u0131r. Kendi sorumluklar\u0131n\u0131 mutlaka g\u00f6rmeleri ve gerekti\u011finde halka kar\u015f\u0131 \u00f6zele\u015ftiri verme erdemini g\u00f6stermelidirler.<\/p>\n<p>Nas\u0131l ki Vatikan\u2019da ki Papa, kiliselerde meydana gelen olumsuzluklar\u0131 if\u015fa ediyor, kendi sorumluluk alan\u0131na ili\u015fkin \u00f6z\u00fcr diliyor. Sava\u015flara, \u00e7e\u015fitli konulara dair Hristiyan d\u00fcnyas\u0131na hitap ediyor, d\u00fc\u015f\u00fcnce belirtiyorsa, Lali\u015f\u2019in ruhani liderleri de kendi toplumuna do\u011fru yolu g\u00f6stermeleri gerekir. Toplumun da\u011f\u0131lmas\u0131na, asimile edilmesine, hakikatinden kopmu\u015f olmalar\u0131na kar\u015f\u0131 dini g\u00f6revlerini yerine getirerek \u00e7imento g\u00f6revi g\u00f6rmeleri gerekir. Avrupa\u2019da bozulmaya y\u00fcz tutmu\u015f, kar gibi eriyen \u00caz\u00eed\u00eelere ve \u00f6zellikle de gen\u00e7lere y\u00f6nelik iki kelimelik nasihati, \u00e7a\u011fr\u0131y\u0131 dahi yapamaz hale gelmi\u015fler. Bu konuda tek bir deme\u00e7leri dahi yoktur. Bunu vurgulamada ki ama\u00e7; da\u011f\u0131lmakta olan topluma kar\u015f\u0131 sorumluluklar\u0131n\u0131 hat\u0131rlatmak ve g\u00f6reve \u00e7a\u011f\u0131rmakt\u0131r.<\/p>\n<p>Ruhani liderler DA\u0130\u015e taraf\u0131ndan al\u0131 konulan, tecav\u00fcze maruz kalm\u0131\u015f kad\u0131nlar\u0131n geri d\u00f6n\u00fc\u015flerinde aileleri taraf\u0131ndan sahiplenilmesi, \u00e7ocuklar\u0131yla birlikte kabul edilmesi y\u00f6n\u00fcndeki a\u00e7\u0131klamalar\u0131 olumludur. \u00c7\u00fcnk\u00fc ferman\u0131n felaketi \u00caz\u00eed\u00eeleri vurmu\u015f, \u00caz\u00eed\u00eeler i\u00e7inde de en \u00e7ok kad\u0131nlar\u0131 vurdu\u011fu da bir ger\u00e7ektir. Kad\u0131nlar\u0131 anlatmadan ferman\u0131 anlatmak ve anlamak eksik kalacakt\u0131r. Kad\u0131n\u0131n d\u00fc\u015ft\u00fc\u011f\u00fc durum asl\u0131nda toplumun d\u00fc\u015ft\u00fc\u011f\u00fc durumdur. Bu durumdan \u00e7\u0131kmak i\u00e7in bu durumu bir sorun olarak g\u00f6rmekten ve sonra da \u00e7\u00f6z\u00fcm \u00fcretmekten ge\u00e7er.<\/p>\n<p>KDP\u2019nin \u00caz\u00eed\u00ee halk\u0131na ve \u00caz\u00eed\u00eelik inanc\u0131na bak\u0131\u015f a\u00e7\u0131s\u0131 neyse, co\u011frafik olarak \u015eengal\u2019e yakla\u015f\u0131mlar\u0131 da maalesef hep faydac\u0131, pe\u015fmerge dev\u015firmeye d\u00f6n\u00fck olmu\u015ftur. \u015eengal KDP\u2019nin rant alan\u0131 olmaktan kurtulamam\u0131\u015ft\u0131r. Saddam iktidar\u0131 d\u00f6neminde KDP\u2019nin \u015eengal\u2019de ki varl\u0131\u011f\u0131ndan pek s\u00f6z edilemez. Bir m\u00fccadele alan\u0131 olarak g\u00f6r\u00fclmemi\u015ftir. Saddam sonras\u0131 s\u00fcre\u00e7te \u015eengal\u2019de hakimiyet kurmu\u015f ve siyasi \u00e7\u0131karlar\u0131 do\u011frultusunda k\u00fc\u00e7\u00fck bir s\u00f6m\u00fcrge gibi kullanm\u0131\u015ft\u0131r.<\/p>\n<p>KDP, \u00caz\u00eed\u00eeleri genelde oy deposu olarak g\u00f6rmektedir. Parlamentoda ki \u00caz\u00eed\u00ee kontenjan\u0131n\u0131 bile KDP\u2019li \u00caz\u00eed\u00eelerden atamaktad\u0131r. \u00caz\u00eed\u00eelerin siyasi iradesini kendi g\u00fcd\u00fcm\u00fcne alarak el koymu\u015ftur. Ferman \u00f6ncesi KDP, \u015eengal\u2019in ekonomisini y\u00f6netmektedir. Ticaretini, pazar alan\u0131n\u0131, g\u00fcmr\u00fck i\u015flemlerini KDP denetlemektedir. Asayi\u015f ve g\u00fcvenlik i\u015fleri de KDP taraf\u0131nda y\u00fcr\u00fct\u00fclmektedir. Yarg\u0131, polis te\u015fkilat\u0131, e\u011fitim, sa\u011fl\u0131k gibi baz\u0131 konularda Irak merkezi h\u00fck\u00fcmetinin temsili olsa da genelde \u015eengal\u2019in y\u00f6netimi KDP\u2019nin elindedir. Bu nedenle ya\u015fanan b\u00fct\u00fcn sorunlardan KDP sorumludur.<\/p>\n<p>Ferman\u0131 ya\u015fayan<\/p>\n<p>\u00caz\u00eed\u00ee toplumunun ger\u00e7ekleri<\/p>\n<p>bilmeye hakk\u0131 vard\u0131r<\/p>\n<p>\u015eengal \u00caz\u00eedilerinden baz\u0131 kesimleri, \u00f6zelikle Kas\u0131m \u015ee\u015fo ve onun etkili oldu\u011fu \u00e7evreyi de kendisine ba\u011flayarak halk \u00fczerinde denetim kurmu\u015ftur. Bildik bask\u0131, tehdit, korku, sindirme, tutuklama gibi y\u00f6ntemlerle ferman s\u00fcrecine kadar \u015eengal\u2019i b\u00f6yle y\u00f6netmi\u015ftir.<\/p>\n<p>DA\u0130\u015e \u00f6ncesinden g\u00fcn\u00fcm\u00fcze kadar \u015eengal\u2019de olup bitenleri, yakalanan f\u0131rsatlar\u0131, ya\u015fanan olaylar\u0131 ince eleyip s\u0131k dokumak gerekir. Eksikler, yetersizlikler nelerdir, nerede hata yap\u0131lm\u0131\u015ft\u0131r, neden yap\u0131lm\u0131\u015ft\u0131r? Sorular\u0131na cevap bulmak gerekir. Halk\u0131n ba\u015f\u0131na gelen b\u00fcy\u00fck soyk\u0131r\u0131m ferman\u0131n\u0131 ayd\u0131nlatmak i\u00e7in KDP\u2019nin i\u015fgal etti\u011fi konumun anla\u015f\u0131lmas\u0131 ve ayd\u0131nlat\u0131lmas\u0131 laz\u0131m. Ferman\u0131 ya\u015fayan \u00caz\u00eed\u00ee toplumu ya\u015fanan b\u00fct\u00fcn ger\u00e7ekleri do\u011fru bilmeye hakk\u0131 vard\u0131r. \u015eengal\u2019de ya\u015fanan b\u00fct\u00fcn s\u00fcre\u00e7leri, meydana gelen olaylar\u0131 do\u011fru yorumlamas\u0131, do\u011fru sonu\u00e7 \u00e7\u0131karmas\u0131 ve tarihi do\u011fru tan\u0131mlamas\u0131 a\u00e7\u0131s\u0131ndan gereklidir ve hatta zorunludur. Bu nedenle \u00caz\u00eed\u00ee halk\u0131n\u0131n bizzat ya\u015fad\u0131\u011f\u0131, bildi\u011fi, g\u00f6rd\u00fc\u011f\u00fc, tan\u0131k oldu\u011fu olaylar\u0131, ferman\u0131n ger\u00e7ek y\u00fcz\u00fcn\u00fc, nedenlerini, sebep ve sonu\u00e7lar\u0131n\u0131 aktarma sorumlulu\u011fu vard\u0131r. Ama buna ra\u011fmen KDP\u2019den kaynaklanan ferman\u0131n trajedisini iliklerine kadar hissedip ya\u015famalar\u0131na ra\u011fmen bir \u00e7ok \u00caz\u00eed\u00eenin sesini yeterince duyuramad\u0131\u011f\u0131 ya da \u00e7ekindikleri i\u00e7in tarihe mal edecek, belgeleyecek bir duruma halen yeterince gelmedi\u011fi de bir ger\u00e7ektir. Art\u0131lar\u0131yla, eksileriyle ferman\u0131n bir d\u00f6k\u00fcm\u00fc halen yap\u0131lamam\u0131\u015ft\u0131r. Kendi meram\u0131n\u0131 d\u00fcnyaya anlatamam\u0131\u015ft\u0131r. Ne istedi\u011fini dahi izah etmekten, yasal giri\u015fimlerde bulunmaktan, hak talep etmekten, (sorumlular hakk\u0131nda, bilgi, belge, kan\u0131t toplayarak dava a\u00e7maktan) ve kendi me\u015fru m\u00fcdafaas\u0131n\u0131 yapmaktan yoksundur. Ferman\u0131 Jenosit olarak kabul eden kimi devletlerin yarg\u0131 makamlar\u0131na binlerce dosya haz\u0131rlanmal\u0131yd\u0131. Bu jenosidi yapanlara, yapt\u0131ranlar\u0131na, su\u00e7 ortaklar\u0131na dair yasal giri\u015fimlerde bulunulmal\u0131yd\u0131. Hi\u00e7bir giri\u015fimde bulunmamak ve kaderine raz\u0131 olup beklemek \u00f6l\u00fcm\u00fc kabullenmektir.<\/p>\n<p>Katliam s\u00fcrecinde \u00caz\u00eed\u00eeleri savunmas\u0131z b\u0131rakarak katliama terk etmesi, halk\u0131n g\u00fcvenlikli alanlara \u00e7\u0131k\u0131\u015f\u0131n\u0131 engellemesi, kendileri de tek mermi s\u0131kmadan \u015eengal\u2019den ka\u00e7mas\u0131 elbette \u00fczerinde durulmas\u0131, mutlak s\u00fcratle sorgulanmas\u0131 ve cevap verilmesi gereken bir konudur. Soyk\u0131r\u0131m katliam\u0131n\u0131n, jenosidin, trajedinin \u015fifresi burada gizlidir. Bu soru cevaplanmad\u0131\u011f\u0131 m\u00fcddet\u00e7e, KDP, DA\u0130\u015e\u2019in katliam\u0131na onay vererek, anla\u015fmal\u0131 bir \u015fekilde \u015eengal\u2019i DA\u0130\u015e\u2019e teslim etmi\u015f say\u0131lacakt\u0131r. Her \u015feyden \u00f6nce \u00caz\u00eed\u00ee halk\u0131na \u00f6z\u00fcr bor\u00e7lu oldu\u011funu da belirtmek gerekir.<\/p>\n<p>Ferman\u0131 ger\u00e7ekle\u015ftiren DA\u0130\u015e kadar Fermana sebep olan, zemin sunan KDP\u2019de bu insanl\u0131k d\u0131\u015f\u0131 soyk\u0131r\u0131m\u0131n su\u00e7 orta\u011f\u0131d\u0131r. DA\u0130\u015e katliam\u0131 yapand\u0131r, KDP onunla katliam konusunda uzla\u015fand\u0131r. \u015eengal\u2019de ya\u015fananlar KDP ihanetinin tescilli belgesidir. Bu fermanda i\u015fledikleri insanl\u0131k d\u0131\u015f\u0131 su\u00e7lardan kendilerini asla aklayamazlar.
